POSITION SUMMARY: The job duties of the Public Works Administrator include but are not limited to administer, plan, direct, supervise, and implement the activities of the Public Works Department; to develop the specifications and cost estimates for all road, bridge, transfer station, facilities, wastewater, water and noxious weed projects and programs; and to provide responsive, courteous and efficient service to County residents and the general public. Work and actions are subject to general policy determination, review and final authority of the Board of Commissioners. Performs other duties as assigned.
ESSENTIAL FUNCTIONS (required):
- Evaluates the conditions of county roads, bridges, transfer stations and noxious weed programs.
- Consults and advises the Board of County Commissioners on matters relating to road and bridge projects and work in the County.
- Works with other agencies, townships, and outside contractors on road and bridge needs.
- Maintains proper records and documents relating to county engineering and public works projects.
- Prepares paperwork for federal and state funding of road projects.
- Ensures that all bridges and county roads are maintained.
- Manges functionality of the noxious weeds/household hazardous waste sections.
- Ensures compliance with all regulations.
- Manages the building maintenance division including assisting in the planning of work and overseeing of expenses. Decides the most efficient and economical repairs to all county owned facilities.
- Works with contractors to ensure repairs are made correctly and on time. Prepares and oversees all facility contract maintenance (Janitorial, Pesticide Application, HVAC, Elevators, Fire Alarm, Fire Suppression, Etc.).
- Researches the type of equipment to purchase or programs to support, prepares bid specifications for equipment, projects and supplies, determines cost alternatives with pros and cons and provides recommendations to the County Commission.
- Develops, plans, designs, and writes specifications for road and bridge projects and building and machinery needs.
- Administer and manage the budget and personnel for all divisions. Maintain cost accounting records for all expenses.
- Answer citizen concerns and complaints.
- Prepare maintenance scheduling on a priority basis.

Physical Environment:
- The duties of this job include physical activities such as stooping, kneeling, standing, reaching, walking, lifting and/or move (up to 100 pounds), grasping, talking, hearing/listening, seeing/observing, and repetitive motions.
- Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus.
Work Environment:
- Works in both an indoor setting as well as outdoors.
- Must be able to work outdoors in all types of weather when required.
- Due to the volume, scope, size of staff and nature of public service this office provides, full-time regular attendance is essential.
MARGINAL FUNCTIONS
- Makes periodic investigations and inspections of roads and bridges and other assigned responsibilities to determine needed routine maintenance and plan future maintenance and construction.
- Meet with landowners on various aspects of work.
- Ensures chemicals are on hand to meet landowners needs.
- Oversees the disposal of household hazardous waste and recycling programs.
- Prepare necessary paperwork to document work completed or scheduled.
- Prepare and administer department budget.
- Attend meetings and prepare reports when required.
- Serve as member of the Metropolitan Planning Organization Technical Advisory Committee.
- Serves as the Geary County Solid Waste Committee Chair.
- Performs other duties as deemed necessary or assigned.

Supervision/Accountability: This position reports directly to the Board of County Commissioners. This position supervises support staff in planning work, assignment of tasks, evaluation of work performed, preparation of evaluations, administering corrective actions, interviewing, and selecting staff, training, ensuring work is done in accordance with safety protocols and recommending employee transfers, promotions, discharge, and salary increases. Develops and implements policies as required.
EDUCATION/TRAINING/EXPERIENCE:
A high school diploma, GED, or equivalent is required. Six (6) years of experience of planning, designing, road and bridge building, and maintenance/repair experience essential. Three (3) years of prior supervisory experience necessary.
A current Class C drivers license is required.
Upon hire, employee must receive the following within one year of employment:
KDOT LPA Right-of-Way Certification
KDOT BLP Pre-Project Certification
UST (Underground Storage Tank A/B Operator Certified)
Preferred
Current, valid CDL.
Bachelors degree in civil engineering or closely related field.
Certification by the State of Kansas as a Registered Professional Engineer.
A combination of education and experience may be accepted.
