Senior Subject-Matter Expert Program Manager - Remote | WFH

Job Overview

We are seeking a highly qualified and proactive Senior Program Manager with expertise in Instructional Design to lead cross-functional teams in a dynamic remote environment focused on military health education and training. The successful candidate will demonstrate exceptional communication and leadership skills, along with a robust background in project management, instructional design, and process enhancement. This role presents a unique opportunity to significantly impact military health education and contribute to the missions of the Defense Health Agency (DHA) and Military Health System (MHS).

Key Responsibilities

• Lead and manage project initiatives for a Federal contract, ensuring successful execution of all program activities.
• Supervise a remote, cross-functional team of senior consultants, analysts, and subject-matter experts (SMEs), providing strategic guidance and support to senior leadership within the Joint Education and Training Directorate.
• Serve as the primary liaison for the DHA client and internal leadership, cultivating strong relationships and ensuring effective communication.
• Collaborate with the client in setting annual objectives, developing actionable plans, and monitoring progress toward targets.
• Ensure all projects comply with deadlines, quality benchmarks, and budget constraints while providing regular updates to leadership.
• Oversee workload distribution across various projects, including education platforms, learning management systems (LMS), and analytics.
• Create and authorize learning design documents and course materials in alignment with organizational goals and client expectations.
• Prepare and present comprehensive monthly status reports to company leadership and DHA clients.
• Analyze external policies and internal guidelines to support compliance and informed decision-making processes.
• Leverage agile methodologies and project management tools (e.g., Asana) to track progress and optimize team productivity.
• Contribute subject-matter expertise in project management and instructional systems design, particularly for VEC and MHS Medical Library programs.
• Develop a detailed roadmap for major deliverables within the contract task area and facilitate planning sessions and progress updates.
• Create engaging learning and meeting materials tailored for adult learners, ensuring compliance with 508 standards.
• Establish and enforce quality assurance processes for all deliverables, ensuring adherence to acceptance criteria.
• Monitor daily progress of team members using Asana, ensuring alignment with project timelines and objectives.
  
  

Required Skills

• Project Management Professional (PMP) Certification is mandatory.
• At least 10 years of experience in program management with a focus on leading cross-functional teams.
• Strong aptitude for developing and monitoring training evaluation metrics and business analytics.
• Experience in adult learning principles and curriculum development for both instructor-led and eLearning formats.
• Proficient in ADDIE/PADDIE instructional design methodologies.
• Advanced proficiency in Microsoft Office Suite (PowerPoint, Word) and Microsoft 365.
• Familiarity with SharePoint and project management tools such as Asana.
• Experience with Nemesis (Testing Environment) and Joint Knowledge Online (JKO) is beneficial.
• Previous experience within the Military Health System (MHS) and Defense Health Agency (DHA) is highly desirable.
