Key Responsibilities
- Engage collaboratively with government leads, support personnel, and stakeholders to ascertain project requirements and objectives.
- Sustain ongoing communication with all relevant parties throughout the acquisition process to guarantee alignment and successful procurement results.
- Create thorough and well-structured procurement packages, including Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), Independent Government Cost Estimates (IGCE), Market Research Reports (MRR), and source selection criteria.
- Implement agile principles and best practices to develop procurement documentation that supports program management, software development, integration, testing, configuration management, operations, maintenance, and cloud migration.
- Evaluate requirements and previous contract performance to formulate effective SOWs, PWSs, and SOOs.
- Conduct market research and analyze trends to guide procurement decisions and explore alternative sources.
- Develop evaluation methodologies and selection criteria for source assessments.
- Draft and prepare precise and complete contractual documents, forms, and solicitations.
- Assist with contract administration, ensuring adherence to contract terms and conditions.
- Support the formulation and execution of contract modifications, amendments, and renewals.
- Monitor contractor performance according to established Quality Assurance Surveillance Plans (QASP) and Key Performance Indicators (KPIs).
- Manage contract deliverables, vendor onboarding/offboarding, and contract closeout processes.
- Analyze pricing data and provide recommendations for price reasonableness and contract modifications.
- Maintain meticulous records of contract administration actions and deliver regular status updates.
- Ensure compliance with quality control guidelines and performance standards as outlined in the QASP.
- Monitor adherence to applicable regulations and policies, including the “Guide to Judiciary Policy” Volume 14.
- Utilize Microsoft tools such as SharePoint and Teams for document management and collaborative efforts.
- A Bachelor’s degree in Business, Finance, Contract Management, or a related field.
- 3-5 years of relevant experience in acquisition support, procurement, or contract management, preferably within a government context.
- Strong understanding of federal procurement regulations and policies.
- Familiarity with agile methodologies, especially in procurement or software development environments.
- Proficiency in Microsoft business suite tools, including SharePoint and Teams.
- Exceptional communication, negotiation, and collaboration skills.
- Ability to work effectively both independently and as part of a team in a dynamic environment.
