We are seeking a highly experienced SSHO/QC Manager to oversee the safety, security, health, and quality control aspects of a construction project at Nellis Air Force Base (AFB). The SSHO/QC Manager will be responsible for ensuring that the project complies with all safety regulations, military standards, and quality requirements. This key role will involve managing site safety, conducting inspections, training workers, and ensuring the construction meets the required specifications, all while working in coordination with the project superintendent and other stakeholders on-site.
Key Responsibilities:
Safety, Security, and Health (SSHO) Responsibilities:
- Safety Program Management:
- Develop, implement, and maintain a comprehensive safety and health program in compliance with OSHA, military, and Nellis AFB-specific regulations.
- Conduct daily safety inspections and hazard assessments to ensure the construction site is free of hazards and risks.
- Lead and document all safety meetings, including daily tool-box talks, weekly safety briefings, and safety audits.
- Risk Assessment & Mitigation:
- Identify potential safety risks, accidents, and hazards on the construction site and implement corrective actions.
- Prepare and enforce emergency response procedures and ensure personnel are properly trained in safety protocols.
- Ensure compliance with all environmental, health, and safety (EHS) regulations.
- Training & Compliance:
- Conduct ongoing safety training for all workers on-site, ensuring that they are familiar with all safety practices, procedures, and use of personal protective equipment (PPE).
- Ensure that all workers and subcontractors have the necessary certifications and are in compliance with Nellis AFB security and safety regulations.
- Incident Reporting & Documentation:
- Investigate accidents or near-misses, prepare incident reports, and implement corrective actions to prevent reoccurrence.
- Maintain safety documentation in compliance with military, state, and federal regulations.
Quality Control (QC) Responsibilities:
- Quality Management:
- Develop, implement, and maintain a detailed Quality Control Plan (QCP) for the project to ensure that all work meets contract specifications and Nellis AFB standards.
- Perform regular inspections and audits of construction activities to verify that quality standards are being followed.
- Monitor construction processes to ensure that they are completed according to approved plans, specifications, and timelines.
- Inspection & Documentation:
- Conduct quality inspections for materials, installations, and completed work to ensure conformance to project requirements.
- Review and approve subcontractor work to ensure compliance with project specifications.
- Document inspection results and quality control activities, preparing reports and submitting them to project managers and stakeholders.
- Corrective Action & Continuous Improvement:
- Identify any deviations from quality standards and work with the project team to implement corrective actions.
- Track quality metrics, monitor performance, and make recommendations for continuous improvement in construction processes.
- Collaboration & Coordination:
- Collaborate with the Project Superintendent and other stakeholders to ensure all quality control requirements are met in alignment with the project schedule.
- Serve as the main point of contact for quality issues, ensuring timely resolution of concerns.
Qualifications:
- Education:
- Bachelor’s degree in Construction Management, Engineering, or related field preferred.
- Experience:
- Minimum of 5 years of experience as a Safety Manager, SSHO, or QC Manager on construction projects, with at least 2 years working on military or government projects.
- Experience working on Nellis AFB or other military installations is highly desirable.
- Certifications & Skills:
- OSHA 30-Hour Construction Safety Certification is required.
- USACE EM 385-1-1 Certification is preferred.
- Quality Control Manager (QCM) certification or similar credential is preferred.
- Knowledge of ISO 9001, MIL-STD, and other military-specific quality standards.
- Strong knowledge of construction processes, safety regulations, and quality management systems.
- Ability to read and interpret blueprints, plans, and specifications.
- Strong communication, leadership, and problem-solving skills.
Physical Requirements:
- Ability to work in varying environmental conditions, including extreme weather conditions.
- Ability to perform inspections and assessments, including bending, walking, and standing for extended periods.
- Ability to lift up to 50 lbs and perform hands-on tasks related to quality control and safety inspections.
Additional Information:
This position is based at Nellis Air Force Base, NV. Candidates must be able to pass a background check and may need to obtain a security clearance for access to restricted areas of the base.
