What are the responsibilities and job description for the Code Enforcement Seasonal Officer (Part-Time) (Temporary) position at Greater Salt Lake Municipal Services District?
TEMPORARY TIMELINE: May 1, 2025 - Sept. 30, 2025
SUMMARY
Performs observation patrols for weeds violations within the MSD jurisdictions to initiate and ensure property owners achieve compliance.
This is an entry level, part-time (up to 29 hours) position without benefits. This position may serve as a glidepath to a full-time Code Enforcement Officer position, should such a position become available, and the incumbent proves to be the best candidate.
MINIMUM EDUCATION QUALIFICATION
Special Requirements
- Must be at least 18 and have possessed a valid and unencumbered Utah driver license for at least 12 months. Maintaining a driver’s license is a condition of employment for this position.
- Due to the nature of this position, the final candidate must successfully pass a pre-employment background screening and reference checks.
- Applicants must be authorized to work for any employer in the United States. The MSD is unable to sponsor or take over sponsorship of any employment Visa.
Preferred Requirements
- Experience in code enforcement, zoning enforcement, building inspection, environmental health inspection, and or Municipal Services in zoning and planning is preferred.
ESSENTIAL FUNCTIONS

- Notifies property owners and/or occupants of ordinance violations in writing, noting ordinance violations and possible alternatives for correction using communicative skills, experience, professional judgement, and effective public relations.
- Determines the appropriate course of action needed to resolve violations and achieve compliance with the Landscaping Standards ordinance.
- Inspects for compliance following non-compliance notice and prior to legal action by applying knowledge of ordinance requirements and field inspection practices.
- Identifies and initiates any special inspection requirements, ensuring compliance and overseeing follow-up procedures.
- Assists legal counsel in prosecution of cases involving violations of zoning ordinances (for weeds violations) and/or commission requirements for which the department is responsible; testifies in court if required.
- Coordinates vegetation abatements, directing the work of involved agencies and departments, ensuring the entire property is cleaned up.
- Respond to all incoming complaints concerning applicable weed height violations.
- Performs other duties as needed or assigned.

Required Knowledge of:
- Excellent telephone, in-person, and customer service etiquette.

- Local, State, and Federal code as they apply to code enforcement.
- Local, State, and Federal property rights as they apply to code enforcement.
- Basic terminology of land use regulations.
Skills and Abilities to:
- Establish and maintain effective working relationships with elected officials, managers, employees, other agencies, and the public.
- Follow verbal and written procedures and instructions.

- Strong time management and organization skills.
- Support and assist other staff and/or departmental personnel in their enforcement tasks as required by advising, interpreting, and verifying ordinance information.
- Answer questions and provide information and direction regarding land use requirements and ordinance application.
- Research and gather information for active compliance cases in preparation for court hearings.
- Read, write, understand, and interpret code and zone enforcement ordinances.
- Computer literate with standard office tools, such as Microsoft Office Suite and software related to job specific duties.
