Supervision: Executive Director Job Summary
The Finance Director coordinates and supervises the financial and human resource functions of
Halifax Urban Ministries (HUM), with the primary areas of responsibility including accounting, financial reporting, budget management, and grant billing. The Finance Director serves on the Executive Team with the Executive Director and Director of Operations to provide operational leadership to the organization.
Duties and Responsibilities
- Plan, implement, administer, coordinate, monitor and evaluate all of HUM’s financial functions.
- Update or develop policies/procedures/systems in accordance with organizational needs and objectives, as well as government regulations.
- Maintain all HR files and act as the company HR manager. Advise senior staff on hiring and training of new employees. Meet with each new employee to obtain personnel information for HUM files. Confirm compensation and conduct background checks.
- Coordinate and oversee all audits related to HUM financials and assist in audits of grants. Ensure that any finance recommendations arising from such audits are promptly implemented.
- Monitor all grants billing and reconcile to payments, accounting, budget management, and other business office functions.
- Review payment vouchers and/or journals to ensure proper expense coding and documentation for program and grant related payments.
- Oversee and coordinate HUM budget management functions to ensure adequate cash flow.
- Play a senior leadership role in coordinating the annual budget development process.
- Advise the Executive Director on budget management strategies.
- Present monthly financial reports for Executive Director and Board review.
- Monitor budget to actual expenditures, producing regular and special budget reports, fund account tracking, performing various budget analyses, calculating budget adjustments caused by revised projections, and the like.
- Ensure compliance with all applicable state and federal accounting and financial reporting requirements.
- Supervise and assist as needed with daily accounting operations, disbursements and accruals, and the like, operating within our accounting system.
- Perform various cash management functions, including cash flow projections, investment, draw down of grant funds, and so forth.
- Prepare a variety of regular and special internal accounting/financial/grant spending statements and service reports for staff, the Executive Director and the Board.
- Perform comparative cost analyses for new versus existing practices.
- Confer regularly with the Executive Director and other staff to plan, coordinate and evaluate activities/projects/systems/policies, exchange information, investigate and resolve problems, provide technical advice and assistance, and so forth.
- As a member of HUM's senior staff, participate in overall evaluation efforts. Attend all senior staff and occasional Board meetings.
- Serve as business/financial liaison with federal funding and regulatory agencies, state agencies, financial institutions, grant & foundation funders, vendors, consultants, and others outside HUM regarding financial and business matters.
· Supervise the Grants Accountant and Finance Assistant.
Qualifications
- Bachelor's degree in business, finance or other appropriate discipline preferred, plus four or more years of relevant financial management experience, or a combination of education and experience from which comparable knowledge and skills are acquired.
- Good understanding of nonprofit business operations and federal/state grant and contract funding mechanisms.
- Broad base of relevant technical knowledge and skills related to accounting and financial management systems, with fund accounting/nonprofit experience desirable.
- Strong planning, administrative, organizational, personnel and budget management skills.
- Ability to deal effectively with and represent HUM to a wide range of state and federal agencies, financial institutions, vendors, consultants, and others, including good basic negotiating skills.
- Ability to work effectively with other HUM staff, Board members, and affiliated organizations.
- Achieve and maintain expert level user skills for MS office programs and QuickBooks.
- Other duties as required by the Executive Director.

Pay: $65,000.00 - $75,000.00 per year
