Job Duties/Scope Of Work
We are looking for a highly skilled and proactive Security Specialist to spearhead the development and implementation of our Insider Threat Program. In this pivotal role, you will design and execute strategies to identify, mitigate, and manage insider threats, ensuring the protection of our critical assets and sensitive information. You will collaborate closely with key stakeholders across various departments, including Security, IT, Human Resources, Continuous Improvement, Personnel Security, and the Department of Energy (DOE), to establish effective security measures and foster a culture of vigilance.
The ideal candidate will be an experienced security professional with a deep understanding of insider threat dynamics, cross-departmental collaboration, and personnel security protocols. Additionally, the candidate should possess cross-functional leadership skills and the ability to identify risks through clear written and verbal communication.
This position also involves acting as a central Point of Contact (POC) for facilitating Letters of Interrogatory (LOI) reviews as a security officer. This role will assist site employees and the adjudication process.
Additionally, you will lead the implementation and administration of the Homeland Security Presidential Directive 12 (HSPD-12) program sitewide, overseeing Personal Identity Validation (PIV) credential processing, issuance, and inventory management. Coordination and communication will be critical to being successful. Additional roles to support this effort will be assigned by the Personnel Security Manager.
Job will require some business travel in the first 12-18 months.
Key Responsibilities:
- Insider Threat Program Development: Design and implement a comprehensive Insider Threat Program tailored to the site's needs, including threat detection, risk assessment, and mitigation strategies.
- Cross-Departmental Collaboration: Serve as a primary liaison between Security, Human Resources, Personnel Security, and other relevant site entities to ensure alignment and seamless communication on insider threat-related initiatives.
- LOI Reviews: Act as the central POC for facilitating the review process of Letters of Interrogatory (LOI) as part of the security clearance and HSPD-12 personnel vetting process.
- Security Policies and Procedures: Develop, update, and enforce security policies, protocols, and training related to insider threat prevention and awareness across the organization.
- HSPD-12 Coordination: Support the implementation and administration of HSPD-12 sitewide, including programmatic oversight of PIV credential processing, issuance, and inventory, while meeting infrastructure requirements and demands through monitoring/evaluating sitewide credentialing services, adapting to new requirements, and meeting customer needs.
- Personnel Security Support: Provide assistance and expertise in executing personnel security programs, including background checks, security clearances, and compliance with regulatory requirements.
- Training and Awareness: Conduct training sessions for staff and leadership to raise awareness about insider threats, preventative measures, and how to report suspicious behavior.
- Continuous Improvement: Regularly assess the effectiveness of the Insider Threat Program and make recommendations for continuous improvement, ensuring the program evolves with emerging threats.
Basic Qualifications
*Bachelor's degree plus 8 years of experience -OR- an equivalent combination of education and experience.
- Strong understanding of insider threat dynamics, security frameworks, and mitigation strategies.
- Proven experience collaborating with cross-functional teams, particularly Security, Human Resources, and Personnel Security.
- Familiarity with security clearance processes, LOI reviews, and personnel vetting/adjudicating procedures.
- Knowledge of relevant security regulations and compliance standards (e.g., NISPOM, DOE Orders, etc.).
- Excellent communication and interpersonal skills, with the ability to engage stakeholders at all levels.
- Ability to handle sensitive and classified information with discretion and professionalism.
Desired Qualifications
*Certifications such as Certified Protection Professional (CPP), Certified Information Systems Security Professional (CISSP), or other relevant security certifications.
- Experience in incident response and investigations related to insider threats.
- Familiarity with data loss prevention (DLP) tools and techniques.
- IT/Cyber Security experience associated with insider threat.
