Harbor is seeking a Community Outreach Specialist to provide support for our work with Ohio Means Jobs! This position is responsible for promoting OMJ services to community agencies and job seekers throughout Lucas County, and actively meets with partners and businesses to increase accessibility to OMJ services.
Position is full-time, 1st shift.
Education/Experience/Other Requirements
- Minimum of Bachelor’s degree in counseling, social work, human resources management, education, or closely related behavioral/mental field from an accredited college or university, plus 1 year of experience providing employment support services / HR / recruiting and staffing / or working as educator required; or an Associates’ degree plus 3 years’ experience providing employment support services / HR/ recruiting and staffing / or working as educator; or, in lieu of previous requirement, 5 years’ experience providing employment support services / HR / recruiting and staffing / or working as educator.
- Preference will be given to candidate who is licensed in Ohio (LSW or LPC) and to the candidate who has experience in providing employment support services.
- Must be proficient and accurate in computer use, including Microsoft Word.
- CPR/First Aid and NCI/CPI Certifications required within 90 days of employment.
- Must have a valid driver’s license, acceptable driving record, and show proof of personal auto insurance policy to be deemed insurable with Harbor’s vehicle insurance carrier.
DOCUMENTATION
- Responsible for the quality and completeness of the electronic record.
- Develops and updates an Individualized Service Plan (ISP) for each customer identifying the customer’s service (employment) goals and service needs / linkages to support success.
- Responsible for accurate and timely documentation which includes, but is not limited to: Activity/Progress Notes, Comprehensive Assessment, Job Placement Forms, Employer job orders (job openings), Incident Report forms and any other forms necessary to document services provided to the customer.
- Types documentation in the format appropriate and acceptable to Harbor.
- In providing billable services, fulfills or exceeds unit expectations established by Harbor.
- Completes comprehensive assessment with customer gathering information on education history, work history, employment goals and identifies appropriate services and resources to assist the customer in making progress towards setting and achieving their employment goals.
- Assists the customer in identifying his/her interests, skills, and aptitudes to assist in exploring possible vocational choices.
- Assists the customer in gaining information on the effects of employment on entitlements / financial assistance that the client may be receiving (i.e., SSI/SSDI, Medicaid, Medicare, Section 8, Food Stamps) to assist the client in making an informed choice.
- Assists customer in identifying needs/barriers to achieving employment goals and developing options to overcome barriers.
- Evaluates and revises the ISP according to the customer’s responses and needs.
- Follows crisis prevention/intervention and inpatient pre-screening protocols.
- Warmly greets and assists all customers (job seekers and employers) who access services at OMJ.
- Provides OMJ services in the community.
- Actively recruits job seekers, partners, and employers to increase awareness and usage of OMJ services.
- Meets at community locations and provides assistance with accessing OMJ services and resources.
- Provides OMJ classes/workshops in the community at Lucas County community locations.
- Provides instruction and assistance in using technology and resources available at OMJ to support customers/job seekers.
- May work with employers and partners to help advertise their openings and services and create videos, social media updates to promote their involvement with OMJ-Lucas County.
- Assists the customer in developing employment opportunities as well as the skills to select, obtain, and maintain employment.
- Assists the customer with exploring and navigating on-line job search resources including: ohiomeansjobs.com, Ohio labor market information, Career One-Stop, etc. to explore resources to assist with training and employment.
- Develops and leads groups/classes on topics such as resume development, interviewing skills, overcoming barriers related to a criminal record, successfully completing on-line applications and pre-employment surveys, exploring careers, etc.
- Actively develops employment opportunities and assists customers in learning soft skills needed to succeed at work (e.g., communication, problem-solving, managing conflicts.)
- Performs community outreach for the purpose of recruitment, customer engagement, and increasing community awareness of services and resources available at OMJ.
- Assists with employer services and events (e.g., hiring events, job fairs, entering job orders) to support employers in their hiring needs and business development.
- Provides coaching and mentoring assistance as needed for the purpose of maintaining and retaining employment.
- Carries and utilizes a cell phone for business related communication with supervisor and other staff.
- Assists with maintaining professional appearance and professional image of OMJ.
- Assists community partners in accessing OMJ resources and services and linking customers with partners for services and supports.
- Coordinates and monitors all services identified in the ISP.
- Provides assistance in gaining access to essential community resources and linking with appropriate vocational resources (OOD, ODJFS, BWC, etc.).
