NATURE OF WORK
This position serves as Director of the HUD mandated Continuum of Care (CoC) for homeless services in
Huntington, West Virginia. The Director will oversee the coordination and implementation of the Cabell-
Huntington-Wayne Continuum of Care’s efforts towards preventing and ending homelessness as
outlined in the current Compendium. The Director will direct lead the CoC via data driven policies and
practices in accordance with regulations and guidance from the U.S. Department of Housing and Urban
Development (HUD). The Director will report directly to the CoC Steering Committee.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Ensures overall planning, application and oversight of federal and state grant programs, including the HUD
Continuum of Care grant and Emergency Shelter Grants.
Assists the CoC Chair as well as the Steering Committee and oversees the operations of all CoC
Committees.
Provides oversight, leadership and coordination related to the following annual activities: Point In Time
(PIT) Count, Gaps Analysis, Racial Equity Reporting and Focus Group/s.
Provides oversight, leadership and coordination related to the CoC Program Consolidated NOFO
registration, review, application and Priority Listing process, including the Grant Inventory Worksheet
(GIW) and all requirements related to the same.
Provides oversight, leadership, coordination and timely submission of all HUD CoC reporting requirements,
including the Housing Inventory Chart (HIC); PIT data; System Performance (Sys PM); and Longitudinal
Systems Analysis (LSA).
Ensures CoC-wide compliance with 24 CFR 578 along with any other statutory requirements and ensures
the implementation of any policies and procedures needed as a result of the annual HUD CoC NOFO
process.
Ensures grantee adherence with all pre and post-award requirements and monitors program performance
and compliance on at least an annual basis.
Analyzes, interprets and disseminates regulatory information to sub-recipients of federal and state grants.
Coordinates and oversees training and professional development as related to CoC needs and regulatory
requirements.
Contributes to the City of Huntington’s Consolidated Plan as the representative for CoC programs.
Fosters CoC partnerships, provides support for emerging CoC partners, and initiates new partnerships and
acts as the liaison between the CoC and the public.
Provides oversight of the development and implementation of the CoC’s Strategic Plan and monitors
progress of the plan.
Spearheads updates to the CoC’s Compendium and ensures policies and procedures are updated and
made available to the public.
Implements and maintains CoC-wide standards for coordinated entry, prioritization and housing
programs.
Oversees the activities of the CoC Consultant and the HMIS Coordinator, and works collaboratively with
both on data collection, analyses and reporting on outcomes, emerging trends and gaps in service to
support the planning efforts of the CoC.
Promotes courtesy and professionalism throughout the CoC.
Other duties as assigned.
MINIMUM QUALIFICATIONS
Graduation from a four-year college or university with appropriate major course work; minimum of
three (3) years of experience in HUD-related or housing activities; or any equivalent combination of
education and experience.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
Strong leadership skills; supervisory and/or management experience.
Experience managing and administering federal and state grant-funded programs, with strong
background in grant writing and administration.
Strong interpersonal and communication skills and the ability to work effectively with a wide range of
constituencies in a diverse community.
Understanding of the nonprofit sector including nonprofit governance, management and financial
statements; knowledge and understanding of homeless services/poverty/low-income housing and best
practices in ending homelessness.
Project management experience evidenced by strong organizational skills, attention to detail, ability to
multi-task and manage multiple deadlines in a fast-paced environment.
Ability to make complex decisions in accordance with established policies and procedures.
Ability to compose correspondence in complex matters and to perform complex office management
details with referral to a supervisor.
Ability to establish and maintain effective working relationships with administrative officials, other
employees, the general public and news media, and to deal with public relations problems courteously
and tactfully.
Ability to handle confidential information and matters in a discreet and professional manner.
Ability to interpret and understand Federal regulations and communicate them effectively.
Proficiency in Microsoft Word, Excel, and PowerPoint. ServicePoint or other HMIS software experience
preferred.
Ability to communicate effectively, both verbally and in writing.
