The Office of Taxpayer Liaison is responsible to the HCAD board of directors for the performance of specific high priority functions related to public contact mandated in the Texas Property Tax Code. The job of the Deputy TLO is to perform and assist with all duties assigned to the Office, provide oversight to the administrative staff and assist the Taxpayer Liaison Officer in the overall operation of the Office. The successful candidate must form and maintain lines of communication between the public and the Harris Central Appraisal District in a courteous manner, providing assistance and information to property owners and the general public both orally and in writing regarding all aspects of the Texas Property Tax Code. The candidate must regularly interface with property owners, tax consultants and elected officials and be familiar with the content of the Comptroller’s Property Taxpayer Remedies publication. This position reports to the Taxpayer Liaison Officer.
EDUCATION/TECHNICAL REQUIREMENTS & WORK EXPERIENCE
EDUCATION REQUIREMENTS
- Graduate of an accredited four-year college or university with a major emphasis in business administration, communication, or Information Systems.
- Must complete training as required by Tax Code Sec. 6.052 for Deputy TLOs.
WORK EXPERIENCE
- Extensive public service experience in the property tax profession with at least 10 years of management experience required.
- Must be familiar with the content of the Texas Comptroller’s Property Taxpayer Remedies publication.
JOB RESPONSIBILITIES

General Responsibilities
- Form lines of communication between the public and the Appraisal District in a professional and courteous manner, providing assistance and information to property owners and the general public both orally and in writing regarding all aspects of the Texas Property Tax Code.
- Maintain knowledge and familiarity with the content of the Texas Comptroller’s property tax code remedy publication.
- Represent the district as liaison by communicating with taxing units, property owners, and other government agencies.
- Advise the Chief Appraiser of frequently recurring complaints or concerns expressed by owners/agents regarding service and efficiency.
- Provide public information and materials designed to assist property owners in understanding the appraisal process, protest procedure, procedure for filing appraisal review board (ARB) comments, complaints and suggestions or request for arbitration.
- Receive and compile comments and suggestions filed by the Chief Appraiser or property owners or agents of property owners, concerning model hearing procedures for the appraisal review board or any other matter related to the fairness or efficiency of the appraisal review board.
- Assist property owners with matters related to exemption applications, canceled exemptions and ownership issues.
- Support the TLO in assisting property owners in understanding the appraisal process, procedures, and related matters.
- Assist property owners, agents and any member of the public in understanding the Comptroller's ARB Survey process for submitting comments, complaints and suggestions.
- Receive and monitor the status of filings under Tax Code Sec. 41A.015.
- Monitor the ServiceDesk Plus software for tracking and management of owner and agent contacts with TLO.
- Compile / generate reports submitted to the board on the status of all comments and suggestions regarding the appraisal review board received by the Taxpayer Liaison Officer and all complaints filed with the board at each meeting. [Sec. 6.04(g)]
- May be asked to support special projects and make recommendations on changes as required.
- Is a member of the appraisal district staff but may not perform appraisal or legal services for the appraisal district for compensation.
- Monitor public access records listing names of Directors and email addresses.
- Monitor comptroller’s model ARB procedures adopted by ARB.
- Monitor ARB hearing activity to ensure correct procedures are followed.
- Monitor comptroller’s ARB survey in hearing rooms in the ARB panel script and must be read.
- Support administration of certain public access functions required by the Tax Code and is responsible for resolving disputes that do not involve matters that may be protested under Section 41.41 of the Tax Code [Sec 6.052] Tax Code.
- Provide clerical assistance to the TLO and applicable appointing authorities in processing applications and publicizing the availability of ARB positions.
- Schedule ARB applicant orientation with ARB attorney
- Schedule ARB interviews with Board of Directors.
- Coordinate orientation process of new and reappointed ARB member oaths of office with HCAD staff.
- Facilitate ARB officers’ appointment process with the Board of Directors.
- Assist in finding a resolution of a dispute on a matter that does not relate to property appraisal if a property owner files a written complaint with TLO.
- Review and research property owners’ complaints related to the ARB and attempt to reach a resolution.
- Administer certain public access functions required by the Tax Code and resolve disputes that do not involve matters that may be protested under Section 41.41 of the Tax Code [Sec 6.052].
- Assist in generating written reports delivered to the Board of Directors at monthly meetings.
- Assist in the creation of the annual end-of-year comprehensive report of comments, complaints, and suggestions to the State Comptroller’s PTAD.
- Demonstrate the ability to organize work, effectively use district records and make decisions; recognize the importance of assigned responsibilities to the immediate operation of the district, and the inter-relationship of the division to the overall operation of the appraisal district.
- Participate in appraisal educational opportunities and professional property tax related organizations; provide awareness at all times that employees exist to serve the tax community, the Board of Directors and the taxing jurisdictions.
- Contribute to a team effort by accomplishing related tasks as needed and assigned.
- May perform other duties as requested by the Board of Directors.

PHYSICAL & MENTAL REQUIREMENTS
Positions in this class typically require repetitive motions, walking, talking and hearing. Must be able to sit or stand for extended periods of time with ability to reach, bend and move up/down on steps. Manual dexterity to operate a computer keyboard and standard office equipment with ability to effectively communicate by phone, e-mail, writing and face to face required. Must be able to lift up to 50 pounds. The position requires considerable concentration, creativity and ability to manage time effectively. The position is subject to stress caused by a changing public environment, mandatory deadlines and heavy workload. Requires the ability to ask questions that will bring forth the information needed to make sound decisions.
