POSITION DESCRIPTION

TITLE: Deputy Director of Parks and Recreation

Job Summary:

The Harrison County Assistant Director of Parks and Recreation is responsible for the daily management and operations of the department. This position will assist in managing and maintaining all aspects of Harrison County’s park properties, and assist in directing the work of all Parks and Recreation staff. In addition, this position is responsible for the planning and implementation of all county conducted recreational events and programs. The Assistant Director of Parks and Recreation reports directly to the Director of Parks and Recreation.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The list of essential functions is intended to be representative of the tasks performed. The omission of an essential function does not preclude management from assigning duties not listed here if such functions are a logical assignment to the position. Duties include but are not limited to:

· Supervise the Parks and Recreation department in the absence of the Director.

· Assist in developing the department’s overall plan of programs, services and activities including hours of operation, operating procedures, revenue opportunities, special events, purchasing policies, and staff levels.

· Determine community and consumer needs and interests through various methods including surveys, focus groups, advisory boards, workshops, and external resources such as local colleges and youth organizations. Develop and implement program offerings based on results.

· Coordinate and supervise all educational and recreational programs for all age groups. Schedule programs and activities, and determine and arrange appropriate locations. Ensure that all programs, activities and events are properly staffed and supervised. Ensure that staff personnel have the necessary resources to provide programs and services.

· Ensure that agreements, accurate insurance coverage, memorandums of understanding and other any other appropriate documents are in place (approved by the County Administrator or County Commission if necessary) for all programs and activities offered.

· Ensure that all participants have completed registration forms and/or any other appropriate documentation before participating in activities. Ensure that parents or legal guardians have completed documentation for minors.

· Ensure that volunteers have completed required documentation and have been approved and authorized by the County Administrator or County Commission before providing services to Harrison County.

· Assist the Director in budget preparation. Track all expenditures hiring of all employees (full-time, part-time, temporary and seasonal), staff supervision, staff evaluations, and other administrative functions. Plan and develop training programs for all staff and volunteers.

· Coordinate the maintenance of various facilities, parks, fields, and buildings with the Harrison County Maintenance Department and the County Administrator.

· Assist the Director with acquisition, development and maintenance of park and playground areas, structures and facilities.

· Maintain inventory of all sports and recreation equipment and keep accurate reports and records for the department.

· Coordinate with the Harrison County Grants Department on grant opportunities. Solicit outside funding sources and seek new methods to increase revenue.

· Assist in developing marketing strategies. Prepare and distribute advertisements and other promotional material to the public. Prepare information for the press/social media as necessary. Act as a liaison between the Parks and Recreation Department and local government officials and community leaders.

· Respond to inquiries and complaints from the public. Participate in town/community/commission meetings.

· Serve as Safety Officer for the department. Conduct regular safety inspections of parks and facilities.

· Provide feedback, recommendations and suggestions to the Director, County Administrator and County Commission for improvements to program operations and overall departmental activities.

· Other duties and tasks as assigned

QUALIFICATION, EDUCATION AND EXPERIENCE

Experience in Recreation, Tourism, Sports Management, Business Management or a related field and three to five (3-5) years of related experience; or any such combination of education, experience, and training in a municipal recreation setting is preferred. Professional demeanor and good communication skills (verbal and written). Must have or be able to obtain CPR, AED and First Aid certifications. A valid driver’s license is required. Facility maintenance experience is preferred.

KNOWLEDGE, SKILLS AND ABILITY

· Thorough knowledge of the principles of recreation programming, current trends and best practices concerning parks and recreation. Knowledge of all applicable State and County laws, rules, regulations and ordinances.

· Knowledge of recreation equipment and facilities.

· Ability to design marketing materials and content for social media.

· Ability to develop and maintain effective relationships with community organizations, consumers, and the general public.

· Ability to communicate orally and in writing with a variety of individuals and groups, including public presentations and speeches.

· Must be able to work independently as well as part of a team.

· Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

· Ability to add, subtract, multiply and divide various units of measure

· Knowledge of personnel policies, supervision techniques, budget development and administration principles

· Membership in a National or State park or recreation association may be required

· Ability to define problems, collect data, establish facts and draw valid conclusions.

· Excellent customer service skills

· Ability to work a varied schedule including evenings, weekends, and Holidays

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT

The work environment will be varied. Work may be performed in an office setting but is subject to frequent interruptions and significant time is required for site visits to plan, coordinate and attend recreation programs and events, both indoors and outdoors. Employee may be exposed to dirt, pollen, odors, chlorine gas, methane gas, humidity, rain, temperature extremes, and other environmental conditions. Work may require climbing, stooping, kneeling, crouching, reaching, standing, and walking. The noise level in the environment is low when in the office and moderately loud when in the field.
