What are the responsibilities and job description for the Sourcing, Procurement and Vendor Management Manager position at HawaiiUSA Federal Credit Union?
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Strategic Sourcing
Management of the third-party vendor landscape to include:
High level knowledge of large/critical vendors and functionality (to include subscribed and unsubscribed functions)
Identification of consolidation opportunities for new products/services and enhancements of existing products/services
Work with business units on vendor engagement including identifying suitable vendors, participating in negotiations with vendors and analyzing multiple vendors
Analyzes and presents the strategic value of vendors beyond single business needs in an effort to maximize all services offered in the engagement to other business processes, operations or units.
Procurement
Maintain and manage procurement policy & procedure to be in line with the organizational needs
Conduct research and make recommendations on products, services, and standards of procurement and development efforts
Enforce and ensure compliance with procurement and vendor management policy & procedure for vendor purchase requisitions
Determination of vendor risk, that may require enhanced vendor risk assessment and due diligence
Compliance with the finance and technology review gates
Establish, maintain and enforce vendor category documentation (e.g. SOC Reports, contracts, Business Continuity Plans) for onboarding
Review and assist business units in negotiating contracts with or without assistance of outside counsel depending on need
Vendor Management
Responsible for adoption and optimization of the vendor management software
Maintain and drive organizational adoption strategy
Continually optimize workflow to balance vendor risk management with operational overhead
Ownership and Administration of HawaiiUSA’s Third Party/Vendor Management Policy/Program
Establish, maintain and enforce ongoing vendor category documentation (e.g. SOC Reports, contracts, Business Continuity Plans) for due diligence monitoring
Orchestrate the workflow of the vendor management program and communicate with vendor owners to ensure required tasks are completed on schedule within the vendor lifecycle.
Produce periodic reports with results and track deficiencies with senior level management
Audit vendor profiles, contracts and agreements, and risk management profiles
Produce audit reports with results and track deficiencies with senior level management
Report on performance of critical vendors for the Board and the Executive Leadership Team (ELT)
Work with vendor owners (business units) to establish remediation plans for non-performing vendors
Escalate as necessary
Use industry knowledge to work with business units to establish performance metrics
As an example, Service Level Agreements (SLA) metrics that may or may not be stated in the contract
Participation in regulatory exams and audits.
TECHINICAL:
Business Communication – Verbal and Written
Advanced level of ability to use Microsoft Office programs (i.e., Microsoft Word, Excel, Outlook, PowerPoint, Teams).
Business contract negotiation
EDUCATION:
College education for equivalent experience
EXPERIENCE:
5-7 years working in a corporate financial environment associated with establishing and/or managing relationships and risks with third party vendors.
Experience working with vendor contract, financial, security and operational/business continuity risks across multiple lines of business.
Experience negotiating contracts with vendors, representing an institution of limited scale
Familiarity with regulatory requirements and expectations of regulators
Familiarity with the products and services offered by a financial institution
Certified Regulatory Vendor Program Manager (CRVPM) or able to obtain within the first year of employment

OTHER REQUIREMENTS:
Ability to work a flexible work schedule to include before/after normal work hours, weekends and holidays
Ability to work in alternate locations or remotely as required or assigned
Able to travel to neighbor islands and out of state as needed

The expected pay range for Sourcing, Procurement & Vendor Management manager is $75,555 - $94,500/ year.
