The Sourcing, Procurement & Vendor Management Manager plays a critical role in the vendor risk management life cycle governance at Hawaii USA. As an institution, Hawaii USA relies on many strategic vendor partners to deliver value to our members. The active risk management of those vendors is critical to providing the seamless experiences our members expect. This role manages, adapts and enforces the credit union’s policies and procedures with regard to the vendor lifecycle and corresponding risk management.
The primary aspects are :
- Strategic Sourcing : Ensuring an optimal stack of software and vendors
- Procurement : Contract negotiation and management, governance, and onboarding
- Vendor Management : Ongoing monitoring, risk mitigation for vendor deficiencies, and offboarding
ESSENTIAL DUTIES AND RESPONSIBILITIES :
Strategic SourcingManagement of the third-party vendor landscape to include :
High level knowledge of large / critical vendors and functionality (to include subscribed and unsubscribed functions)Identification of consolidation opportunities for new products / services and enhancements of existing products / servicesWork with business units on vendor engagement including identifying suitable vendors, participating in negotiations with vendors and analyzing multiple vendorsAnalyzes and presents the strategic value of vendors beyond single business needs in an effort to maximize all services offered in the engagement to other business processes, operations or units.ProcurementMaintain and manage procurement policy & procedure to be in line with the organizational needs
Conduct research and make recommendations on products, services, and standards of procurement and development effortsEnforce and ensure compliance with procurement and vendor management policy & procedure for vendor purchase requisitionsDetermination of vendor risk, that may require enhanced vendor risk assessment and due diligenceCompliance with the finance and technology review gatesEstablish, maintain and enforce vendor category documentation (e.g. SOC Reports, contracts, Business Continuity Plans) for onboardingReview and assist business units in negotiating contracts with or without assistance of outside counsel depending on needVendor ManagementResponsible for adoption and optimization of the vendor management software
Maintain and drive organizational adoption strategyContinually optimize workflow to balance vendor risk management with operational overheadOwnership and Administration of HawaiiUSA’s Third Party / Vendor Management Policy / ProgramEstablish, maintain and enforce ongoing vendor category documentation (e.g. SOC Reports, contracts, Business Continuity Plans) for due diligence monitoringOrchestrate the workflow of the vendor management program and communicate with vendor owners to ensure required tasks are completed on schedule within the vendor lifecycle.Produce periodic reports with results and track deficiencies with senior level managementAudit vendor profiles, contracts and agreements, and risk management profilesProduce audit reports with results and track deficiencies with senior level managementReport on performance of critical vendors for the Board and the Executive Leadership Team (ELT)Work with vendor owners (business units) to establish remediation plans for non-performing vendorsEscalate as necessaryUse industry knowledge to work with business units to establish performance metricsParticipation in regulatory exams and audits.TECHNICAL :
Business Communication – Verbal and WrittenAdvanced level of ability to use Microsoft Office programs (i.e., Microsoft Word, Excel, Outlook, PowerPoint, Teams).EDUCATION : EXPERIENCE :
5-7 years working in a corporate financial environment associated with establishing and / or managing relationships and risks with third party vendors.Experience working with vendor contract, financial, security and operational / business continuity risks across multiple lines of business.Experience negotiating contracts with vendors, representing an institution of limited scaleFamiliarity with regulatory requirements and expectations of regulatorsFamiliarity with the products and services offered by a financial institutionCertified Regulatory Vendor Program Manager (CRVPM) or able to obtain within the first year of employmentPROFESSIONAL QUALITIES FOR SUCCESS :

Ability to work a flexible work schedule to include before / after normal work hours, weekends and holidaysAbility to work in alternate locations or remotely as required or assignedAble to travel to neighbor islands and out of state as neededBENEFITS & PAY :
The expected pay range for Sourcing, Procurement & Vendor Management Manager is $75,555 - $94,500 / year.
