Summary

Assists the court with pretrial release determinations and serves as a liaison to governmental agencies, community organizations, the public, and inmate family and friends concerning inmates in the Hays County Jail. Maintains confidentiality regarding inmate records and provides necessary information to inmates and family members.

Responsibilities

Responsibilities

  • Collaborates with the county jail medical provider and county jail staff on requests for information.
  • Educates the public on the criminal justice system, procedures, and community resources.
  • Monitors and tracks all requests received for inmate information.
  • Provides information on the ways to file complaints.
  • Coordinates with Judicial Services to identify individuals released after magistration.
  • Acquires and maintains criminal history information and other information relating to defendants' pretrial risk of non-appearance to court and danger to the community. Verifies the accuracy of such information, including the defendant's residence and employment history without limitation.
  • Provides oral and written reports concerning defendants' pretrial risk of non-appearance and danger to the community and recommends the pretrial release and any special conditions of release.
  • Testifies in court as necessary.
  • Ensures that defendants released by the court pending adjudication of their charges execute pretrial supervision contracts and other required documents in a timely manner. Ensures that all documentation generated, acquired, or complied in connection with the pretrial service policies is maintained by prescribed procedures.
  • Administers drug and alcohol testing of defendants and maintains an inventory of appropriate testing equipment, and ensures testing is in accordance with the courts order and applicable laws.
  • Utilizes case management software ensuring all information is accurate and up to date.
  • Prepares periodic reports with case statistics and other information for the courts and the county jail.
  • Maintains strict confidentiality by department procedures. Follows all applicable laws, regulations, and contractual requirements concerning acquiring and disseminating inmate and criminal history information.
  • Enters court-ordered pretrial supervision fees into the case management system. Maintains fee schedules relating to fees collected from defendants. Instructs defendants on the process of submitting payments and applications for fee exemption due to hardship.
  • Refers defendants to appropriate agencies for assistance and services and monitors defendant's participation.
  • Represents the county with dignity, integrity, and a spirit of cooperation in all relations with staff and the public.
  • Performs other duties as required.

Knowledge Required

  • Proficient knowledge of the release of information regarding inmates and of the Open Records Act.

  • Proficient knowledge of basic criminal procedure and court operations, basic criminal procedure and court operations.
  • Proficient knowledge of case management principles.
  • Proficient knowledge of pretrial release concepts and methods, including those espoused or referenced by Hays County and the State of Texas.
  • Proficient knowledge of drug and alcohol testing rules, practices, and procedures.
  • General knowledge of basic mathematics, including simple statistical analysis.
  • Professional knowledge of communication in oral and written forms, correct business English, including spelling, grammar, and punctuation.
  • General knowledge of standard office practices and procedures, including filing and operation standard office equipment.
  • Professional knowledge of techniques for dealing with individuals from various socio-economic, ethnic, and cultural backgrounds, in person and over the telephone and de-escalation principles and methods.
  • Professional knowledge of criminal history acquisition and dissemination rules and practices.

  • Bachelor's degree from an accredited college or university in social work, criminal justice, psychology, or a related field.
  • Two (2) years of experience in court services, law enforcement, social services, counseling, case management, or a related field; or an equivalent combination of education, training, and experience.

  • Valid Texas Class C driver's license.
  • NCIC / NCJIS clearance within two (2) months and throughout employment
  • Bilingual in Spanish preferred.
