Description
Under general supervision of the Assistant Superintendent Business Services or other assigned administrator, the Director of Budget and Accounting serves as a department level director and is responsible for the planning, organizing and supervising of the District’s varied operations and programs related to budgeting, general accounting, accounts payable, position control and purchasing. Performs complex auditing, budgeting, accounting and analysis of budget and financial information and procedures. Assists with the administration of generally accepted accounting principles and practices throughout the District to ensure consistency and accuracy of records.

Possession of a Bachelor’s Degree in Business from an accredited college or university with emphasis in accounting, business administration or related field. Five years increasingly responsible experience in a school district or seven years in a public agency or private organization of similar size and scope to Hayward Unified School District.
An equivalent combination of education and experience may be substituted.
Licenses And Other Requirements
Possession of a valid and appropriate California Drivers’ License and a safe driving record.
Incumbent will be involved in field work which requires travel in personal vehicle to various sites.

Examples of Duties
Representative Duties
- Direct the purchasing, position control and accounting/budgeting departments of the district’s Business Support Services office.
- Supervise assigned managers in these functional areas.
- Supervise general accounting, budget, accounts payable and receivable staff, as well as other business support services staff, as applicable.
- Train and evaluate the performance of assigned personnel; monitor and adjust work flow and assignments to meet established timelines.
- Prepare and review financial statements including the Adopted Budget, Interim Reports, Unaudited Actuals and other Board of Education reports, and other miscellaneous statements as required by the Board of Education as well as the county and state department office of education.
- Serve as the district’s primary point of contact with the Alameda County Office of Education and the California Department of Education for all fiscal matters.
- Perform difficult and responsible accounting duties such as the preparation of year-end closing, reviewing and authorizing journal entries, budget transfers and bank reconciliations, making necessary adjustments to expenditures and encumbrances as needed, preparing or reviewing important financial statements or claims.
- Lead and coordinate Budget Development and the monitoring of revenues, expenditures, and fund balances of District Funds and Resources.
- Closely monitor departmental and district-wide accounting and financial reporting practices to ensure compliance with standards, appropriate internal controls, as well as Generally Accepted Accounting Practices (GAAP), Governmental Accounting Standards Board (GASB), federal and state rules, regulations, policies and procedures.
- Represent the district in all fiscal and performance audits. Coordinate work of auditors in conducting audits.
- Respond to all audit requests for documents and information and coordinate the collection of information from other district departments and personnel.
- Manage cash, including preparing cash flows, projections and all analysis required to monitor and ensure sufficient cash balances in all funds.
- Analyze accounting and statistical data; identify and determine causes of discrepancies and recommend corrective and preventive measures.
- Assist all district leaders with the management of their site and departmental budgets and accounting transactions.
- Maintain continuous review of accounting records and call problems to the attention of department heads.
- Coordinate attendance reporting with the site staff, informational technology team and district Enrollment team.
- Oversees and supervises the district’s categorical program financial administration, including coordinating the creation and board approval of all required plans, reports and other accountability measures in collaboration with district program and budget managers.
- Manage/oversee the reliability of District financial information.
- Calculate estimates for labor negotiations and settlements. Responsible for the preparation of the district’s AB1200 disclosures for negotiated agreements.
- In collaboration with other district administrators, coordinates fiscal and operational oversight of charter schools authorized by the district. Prepares and processes all charter school payments, receivables and other financial transactions. Reviews charter school financial reports to ensure all authorized charters are operating in a fiscally sound manner. Coordinates charter school review with the County Office of Education. Communicates with charter school financial leadership to ensure all reports are submitted in a timely manner, and to oversee the fiscal health of all charter schools.
- Approve payment vouchers according to established procedures; supervise the preparation of accounts payable vouchers for disbursement; assure the accuracy of payment vouchers as required.
- Train District staff on accounting computer applications and document preparation.
- Develop and implement training for district and school staff on issues related to accounting, budgeting and attendance tracking.
- Assist in the formulation and development of policies, procedures and programs; assist in the modification of programs and procedures to ensure compliance with established requirements as necessary.
- Manage position control records and coordinate time accounting.
- Attend meetings, workshops and conferences related to accounting matters.
