What are the responsibilities and job description for the SNAP Outreach Program Manager position at Helping Hands Hawaii?
To oversee direct client services across Oahu for the SNAP Outreach program, including training and developing standards, collaborating with community partners on outreach events/activities, and conducting regular case reviews for quality control. To work with the Communications and Development Manager on the effective and safe use of media, such as Instagram and Facebook, on public events/activities promoting SNAP Outreach in the community. To partner with the Department of Human Services (DHS), other SNAP providers such as SNAP-Ed, general supporters, and HHH programs to improve access to information about SNAP for families struggling with food insecurity. Supports a culture of high performance aligned with the strategic goals of the organization.
Essential Duties & Responsibilities:
- Develop and implement an annual outreach plan to increase awareness of the SNAP Outreach Program and its activities.
- This includes having a good understanding of meeting the needs of various communities through participating in community events, attending public forums and presentations for the promotion and education of SNAP.
- Oversee quality control of direct client services; including but not limited to reviewing the intake process of eligibility and pre-screening, applications submitted for clients, reviewing client contact logs, and conducting weekly case review meetings with SNAP outreach staff and volunteers.
- Manage DHS contract. Verify compliance with contract guidelines and submit required reporting documentation.
- Develop and maintain proper data tracking mechanisms, in compliance with DHS and agency reporting requirements.
- Prepares periodic written and/or verbal reports regarding outreach efforts to the Director of Operations, President/CEO, the Department of Human Services (DHS) and/or other funders and supporters as required.

Provide day-to-day supervision for the SNAP Outreach staff and volunteers, including hiring and training.
- Represent HHH with a positive and professional public image in the community. Promote and maintain effective collaborative relationships with government agencies, community service providers, and supporters from the business community, religious groups and individuals.
- Be knowledgeable about other public benefits that SNAP applicants may be eligible for and be able to share that information during the SNAP outreach and intake process.
- This includes identifying other basic needs like language access and works with Bilingual Access Line (BAL) to ensure translation of SNAP outreach and volunteer materials are available to increase understanding and access to SNAP for eligible Limited English Proficient (LEP) populations.
- Attend statewide SNAP Outreach contractor meetings. Participate in discussions on outreach strategies, program updates, and best practices. Manage other aspects of the program that include, but not limited to, budget planning, strategic planning, grants, etc.

Qualifications:
- Bachelors Degree in social science, communications, business / marketing, or human resources field from an accredited college or university and/or two (2) years related experience.
- Effective communication skills (i.e. verbal/written and listening skills).
- Working knowledge of Microsoft Word and ability to utilize computer.
- Ability to work directly, cooperatively and collaboratively with multi-faceted and multi-ethnic programs, staff and volunteer force.
- Valid Drivers License and willing to use properly insured car.
- Prior Supervisory experience. Clear pre-employment check, annual TB and health clearance.

Preferred Qualifications:
- Relevant program experience in public benefit programs, working with low-income or homeless communities, and/or volunteer coordinator in a non-profit social service setting.
- Relevant program development experience, to include assessing community needs, developing program ideas, and implementing programs to meet those needs.
