SUMMARY

The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. DHS operates as an integrated health system, operating 26 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails. Across the network of DHS’ directly operated clinical sites and through partnerships with community-based clinics, DHS cares for over 750,000 unique patients each year, employs over 28,000 staff, and has an annual operating budget of over 6 billion.

Community Programs at DHS supports a range of programs that provide healthcare and resources to specific focus demographics across Los Angeles County. Programs include: 1) Housing for Health (HFH), which provides integrated housing, social services, benefits advocacy, and physical and behavioral healthcare to people experiencing homelessness or housing instability; 2) The Office Diversion and Reentry (ODR), which develops and implements programs to divert people with serious mental, physical and/or behavioral health needs away from the LA County jails and into community-based care; and 3) Harm Reduction Division, which supports the dignity, health and wellness of people who use drugs and/or are engaged in sex work, provides education and resources and advocates for policy change.

The Community Engagement Program Manager – at the level of Staff Analyst -- will be responsible for the development, including recruitment and retention, and management of two lived experience committees, one for HFH and one for ODR. The committees will collaborate closely with the HFH and ODR leadership and staff members, as well as contracted community providers on all aspects of the programs. The committees will provide critical feedback that could impact decision-making, address systemic issues, enact structural changes and lead to innovative solutions. The committees will also work closely with the project teams to design, refine, promote, evaluate, and improve programs.

ESSENTIAL FUNCTIONS

  • Strategy: The program manager will work directly with the Community Programs Chief Engagement and Equity Officer and the Community Programs Chief Operations Officer to create the strategy around lived experience collaboration and to implement that strategy.
  • Overall Management and Recruitment of the Committees: The program manager will use a human-centered and inclusive process to recruit the committee members and will provide a comprehensive orientation to create a culture of inclusion and knowledge sharing. The program manager will implement quarterly meetings of the committee, along with additional training and community opportunities, maintaining frequent communication with HFH and ODR staff and leadership. The program manager will help co-design, tailor, refine, and implement capacity building and training with and for the committee members. Among the responsibilities will be:
    • Outreach and recruit 8-10 HFH and 8-10 ODR service recipients with lived experience to comprise the committees and serve for two years.
    • Establish a co-design process on charter, plans, objectives.
    • Support leadership development and capacity building. Engage stakeholders, both within government and community.
    • Create cross-sector partnerships.
    • Ensure bi-directional knowledge sharing among HFH staff/leadership and the committee.
    • Conduct team-building and trust-building activities.
    • Secure and distribute compensation.
    • Provide opportunities for storytelling.
  • Grant Management: The program manager will be responsible for all grant reporting, ensuring that the deliverables and metrics are met. The program manager also will ensure that the grant objectives are met (note that the grant specifically calls out HFH):
    • To engage and collaborate with people who have lived experience in homelessness in order to achieve HFH’s mission: Improving the health, dignity and wellbeing of the most vulnerable Los Angeles County residents experiencing homelessness or housing instability through providing integrated housing, social services, benefits advocacy, physical and behavioral healthcare.
    • To demonstrate the efficacy of public agencies partnering with people with lived experience of homelessness to support people ending their experience of homelessness, and
    • To share decision-making on: a) identifying gaps; b) designing, implementing and refining public programs; and c) improving service delivery overall.
  • Collaboration: Throughout implementation, the program manager will ensure seamless and productive and power-sharing collaboration among the HFH and ODR committees and other lived experience efforts, such as the Los Angeles Homeless Services Authority’s Lived Experience Advisory Board, the Harm Reduction Steering Committee, the ODR Permanent Steering Committee and the Skid Row Action Plan Resident Councils to identify opportunities for partnership, knowledge sharing, and power building across lived experience groups. The committees also will collaborate with the Community Programs Equity, Diversity, Inclusion and Anti-Racism Committee and the DHS Patient Family Advisory Councils. The program manager will go out in the community and develop and sustain relationships with contracted providers and participant leaders, in order to identify opportunities for leadership and advocacy. The person also will act as a liaison among participants and contracted providers to connect potential leaders to work.
  • Evaluation: The program manager will work with HFH and ODR leadership and the supervisors to conduct pre- and post-surveys of the committee members and staff to measure the efficacy of the committee and the work. The surveys and overall evaluation of the project will be designed to measure the effectiveness of equity efforts. HFH and ODR intend to utilize these resources to demonstrate the necessity of future public funding for program sustainability and to continually expand partnerships with people with lived experience of homelessness.

JOB QUALIFICATIONS

A Bachelor's degree or higher from an accredited college or university in Public Health, Public Administration, Business Administration, Healthcare Administration, Healthcare Management, Biostatistics, Epidemiology, Social Work, Community Development, Criminal Justice or a related field - AND - One (1) year working in a program that provides housing and support services to clients who are homeless or are at risk for homelessness; - OR - (B) One (1) year analyzing and making recommendations that address organizational management issues such as planning, program development, project management, budget development, and program evaluation of health and human services for high-risk populations (e.g. homeless, justice-involved, mentally ill, substance use disorder or medically complex).

Certificates/Licenses/Clearances

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clearing through the Live Scan process with the County of Los Angeles.
