The Human Services and Public Health (HSPH) department is seeking a Human Services Program Manager in the Children and Family Services (CFS) area. The Human Services Program Manager will manage the Administrative and Facilitation program and provide oversight and leadership to the following units: Family Group Decision Making (FGDM), systems/technology operations, office support, CFS workforce development, transportation services, service coordination, and programs support. This position will require someone who values strong collaboration to provide services across the entire service continuum in CFS. The preferred candidate will be able to manage and provide leadership to a variety of professionals and supervisors, work in a team environment with other managers, and facilitate to reach consensus agreements.

This position is hybrid and will be performed both on site at the Health Services Building, 525 Portland Avenue South, various Human Service Center locations, or other public spaces in Hennepin County, and remote as job duties require. Work hours are primarily days, Monday through Friday from 8 a.m. - 4:30 p.m. On-call rotation schedule with other leaders will require after-hours and weekends. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:
- Plan, organize, direct, and evaluate the overall operation of the Administrative and Facilitation area and collaborate with other program managers the need for services and program improvements; develop resources and plans to meet such needs; evaluate service/program outcomes.
- Manage our transformation efforts to meet legislative expectations.
- Establish standards for quality of work, select staff, and evaluate employee performance.
- Aid unit supervisors in resolving employee discipline and other supervisory issues.
- Cooperate and collaborate with other departments and programs, public and private agencies, community groups, and other organizations.
- Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.
Need to have:
One of the following:
- Seven years or more of supervisory experience in an area related to the position.
- A bachelor's degree in business administration, public administration, healthcare administration, behavioral/social science, public health, and/or a related field and three years or more of supervisory experience in an area related to the position.
- A master's degree or higher in one of the above fields and two years or more of supervisory experience in an area related to the position.

- With facilitation methods and/or consultation frameworks.
- Establishing and maintaining working relationships and using a collaborative approach to problem solving.
- Working directly with children and families.
- Managing and directing work and staff, including demonstrated ability to inspire and motivate others to work toward a shared vision and lead staff through transformational and cultural shifts.
- Promoting racial equity and addressing disparities within programs and services.
- Experience or education around addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity, and differing ability equity.
