What are the responsibilities and job description for the Program Coordinator position at Hernando County, Florida BOCC?
This is a professional technical position that will coordinate the control of federally funded CDBG Program activities and other related federal and state programs. Functions includes program management and planning, monitoring of grant recipients, completion of grant reports, preparation of supportive services grant applications, and coordination of Consolidated Social Service Funding application process. This position will also act as a County liaison to the Department of Housing and Urban Development (HUD). The CDBG Coordinator is a grant funded position that provides technical guidance to other personnel assisting in the planning, organizing, and monitoring of program activities, fiscal and administrative requirements and performs other related work as necessary.• Assists in the preparation and review of the consolidated planning process, including Annual Action Plans; Fair Housing Plan, Environment Review Assessments and other grant required documents.
• Assist in the oversight and implementation of the Consolidate Plan and Annual Plan
• Assist in the development, oversight and implementation of objectives, priorities, schedules, and budgets for programs, projects, and activities.
• Coordinate with non-profit organizations, consultants, contractors, and County departments to facilitate CDBG and state projects and programs.
• Coordinate and implement the processing of invoices, monitoring, and reporting requirements.
• Timely submission and preparation of grantee reports and financial reporting to funding agencies.
• Perform professional level work involving coordination, implementation, and monitoring of the County’s federal grant programs and projects including Community Development Block Grant (CDBG), Home Investment Partnership Programs, Emergency Shelter Grant (ESG), and financial tools, including the Integrated Disbursement and Information System (IDIS) when assigned to the CDBG programs.
• Research, analyze, and interpret Federal and State regulations as they apply to various funding sources for subrecipient and County Compliance.
• Perform project management functions for grants awarded to subrecipients and the County neighborhood redevelopment projects.
• Perform record keeping procedures and practices applicable to area of responsibility.
• Train and provide and provide technical assistance to subrecipients. Develop and implement grant agreements, and other program policies and procedures.
• Provide program information about Hernando County Community Development Block Grant Programs, funding, and activities of subrecipient by telephone, mail, email, or outreach presentations.
• Assists in the coordination of appropriate advertising of programs and activities, facilitating education and training classes, and marketing with contracted services providers, and others.
• Provide excellent customer service and assistance; presents a positive, friendly, and professional demeanor to the public.
Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Minimum Qualifications

• An understanding and working knowledge of HUD Grant programs CDBG, CoC, USDA Rural Development, HOME, and McKinney-Vento (HEARTH) Act is highly desirable.
• Ability to provide external and internal customer clear concise guidance, customer assistance, correspondence, and documents appropriate for varying audiences via all forms of communication this would include comprehensive reports.
• Knowledge of operations, services, and activities of a CDBG Program; modern principal and practices in the development and execution of federal community funding; research methods and techniques or report writing and presentation, recent developments, current literature, and sources of information regarding CDBG.
• Principles, practices, and methods of advance administrative, organizational, financial, and procedural analysis. This would include budget development and management.
• Ability to analyze highly complex administrative, budgetary, operational, procedural, organizational and /or financial problems, evaluate alternative and reach sound, logical fact-based conclusions, and recommendation.
• Collect, evaluate, and interpret data, either in statistical or narrative form.
• High level of verbal and written communication skills as well as a high level of computer, spreadsheet, word processing, and mathematical skills.
• Exercise independent judgment and initiatives within established guidelines.
• Analyze, interpret, explain, and implement relevant laws regulations, ordinances and policies and procedures established by the Federal, State, County, and other funding sources.

- Requires graduation from an accredited four- year college or university with major course work in public administration, business administration, finance, program administration or related work experience.
- Minimum four (4) years of progressively responsible experience in the development, delivery and monitoring or evaluation of community programs, grants, housing, human services, or related experience.
Licenses, Certifications, or Registrations
- Must possess and maintain a valid Florida Driver’s License and be insurable by current insurance carrier.
- Must possess and maintain a Florida Notary within three (3) months of hire.
- Must be able to pass and maintain all certifications and trainings for all programs of the department to include NIMS 100, 200, 300 and 700.
