This position reports into the North America Strategic Proposal Center. As part of the NA SPC team, the Federal Proposal Manager will be a creative thinker and problem solver with strong interpersonal skills, providing leadership for proposal development efforts while maintaining a strong and productive rapport with the Federal Sales and Pursuit Teams.
Federal Proposal Manager
Support the sales organization by independently managing moderate to high complexity customer Request for Proposal responses; develop / deliver world-class proposals to Federal accounts through effective development of multiple proposals in a high performance environment; take ownership and responsibility for the process, ensuring the final proposal follows HP's operational goals and guidelines; effectively position HP products and services to drive sales; focus on a high degree of accuracy and compliancy; contribute to enhancing internal relationships, information tools, infrastructure and processes; achieve high levels of customer satisfaction. The Proposal Managers are required to manage multiple proposal simultaneously, often with fast turnaround times.
Roles and Responsibilities
- Lead overall proposal activities and deliverables β end to end management
- Analyze customer proposal documents and requirements to develop templates, outlines, and timelines to control proposal development
- Facilitate proposal strategy sessions with capture and subject matter experts; capturing marketing oriented hot buttons, win themes, and features and benefits.
- Document template management in line with company branding
- Lead kick-off, conduct periodic reviews, and debrief meetings
- Coach sales teams in persuasive writing and proposal best practices
- Coordinate and review / edit proposal input from a variety of SMEs and stakeholders for consistency and quality of messaging
- Ensure compliance with customer's requirements and deadlines
- Delivery of compliant, professionally produced proposals within customer defined requirement and timeframes
Qualification and Skills
- A minimum of 5 years experience managing proposal submitted to U.S. Federal agencies
- Robust proposal / project management skills
- Thorough understanding of the standard government proposal process
- Understanding of Federal proposal management government proposal process standards and practices, including review processes
- Knowledge of government contract types such as BPAs, GSA Schedules, and the governing FARS/DFARS
- Familiarity with utilizing bid evaluation criteria to ensure compliance and responsiveness
- Leadership and independent problem solving
- Strong written, verbal communication and collaboration skills
- Proficient in time management / prioritization
- Interpersonal skills; able to build relationships at all levels and across organizations
- Ability to manage multiple proposals of varying types and size
- Mastery in MS Office applications and collaboration tools
- Security clearances a plus
- Experience applying Shipley and/or APMP proposal development processes
The base pay range for this role is $100,000 to $151,000 annually with additional opportunities for pay in the form of bonus and/or equity (applies to US candidates only). Pay varies by work location, job-related knowledge, skills, and experience.
