The Chesterfield-Colonial Heights Department of Social Services seeks a dynamic, innovative, and experienced leader to oversee the Benefit Programs Division. The ideal candidate will have a proven track record of success in delivering high-quality and efficient services. This position requires strong leadership and strategic planning skills to direct and manage the performance and outcomes of the Benefit Programs Division. The primary focus of the division is to promote community engagement, self-sufficiency, and family economic success.
What You Do and How You Do it:
- Collaborate with the Department Director in developing and implementing the department's vision, mission, goals, and objectives.
- Participate in the annual budget development process.
- Evaluate the efficiency and effectiveness of department programs, operations, and resource management.
- Recommend and implement improvements to enhance program performance and resource management.
- Plan, organize, and oversee the timely and accurate administration of all public assistance programs, including Auxiliary Grant, Day Care Assistance, Energy Assistance, General Relief, Housing Choice Voucher Program, Medical Assistance, Refugee Assistance, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF)
- Monitor program performance and ensure achievement of division goals and high-quality service delivery.
- Review and revise economic independence programs to address evolving trends, client needs, and community changes.
- Provide information and assistance to clients and stakeholders regarding department programs, services, policies, procedures, rules, regulations, and other relevant issues.
- Respond to inquiries and complaints, conduct research to address problems, and initiate effective problem resolution.
- Implement and ensure compliance with policies, directives, and procedures established by the Department Director, Board of Social Services, Board of Supervisors, Virginia Department of Social Services, and applicable federal regulations.
- Provide personnel management guidance to the division, including making recommendations to the Director regarding hiring, discipline, and dismissal decisions.
- Attend Board of Social Services meetings and provide regular reports on benefit program activities.
- Actively engage with the Virginia League of Social Services Executives and represent the department on various state and local committees.
- Collaborate with other community and social services partners, as appropriate.
- Perform other work as required.
Here's What You Need:
Master's degree in social work, a behavioral science, counseling, business or public administration or related field supplemented with professional experience in social work or other human services field with some supervisory or other management work experience or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
- 5-7 years of progressively responsible professional experience in a social/human service field preferred.
- 3-5 years of experience managing or leading a major program area preferred.
- 2-3 years of experience supervising professional-level staff preferred.

- Excellent written and verbal communication skills.
- Ability to establish and maintain effective working relationships with other agencies, management, staff, and the general public.
- Strong understanding of customer service processes and delivery systems.
- Ability to exercise tact, courtesy, firmness, and fairness in all interactions with clients, the public, and colleagues.
- Proven ability to provide high-performance leadership, management, and supervision.
- Experience in assessing and evaluating the performance of teams and individual staff members using data-driven approaches.
- In-depth knowledge of public social service programs.
- Ability to plan, manage, and evaluate organizational needs and resource allocation.
- Proficiency in budget development, monitoring, and control.
- Knowledge of process improvement methodologies and best practices.
- Ability to analyze and apply standards to a variety of situations with initiative and independent judgment.
- Ensure compliance with all applicable federal, state, and county regulations and guidelines.
- Supervise, train, and evaluate the work of management, supervisory, professional, and other staff.
- Establish and maintain effective working relationships with staff, internal and external customers, County officials, the Social Services Board, community organizations, and the general public.

Current valid driver's license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date.

Monday - Friday; 8:30 a.m. - 5:00 p.m.; evenings and weekends as needed.
This position manages an Emergency Shelter Team during times of natural disaster, reporting to shelter duty as required.
