Hill International is seeking a Procurement Manager in Las Vegas, NV. This role requires the individual to be full time onsite.
The Procurement Manager will oversee the coordination and administration of the purchasing and procurement function of the client’s design and construction services contracts, preparing and tracking complex Requests for Proposal (RFPs). This includes driving a transparent, formal bidding process to collect and analyze bid quotations/proposals from vendors, evaluate responses, and issue purchase orders/contracts for services. The Procurement Manager is a systematic, process-driven person charged with recommending and developing purchasing policies, procedures, and best practices to ensure faster, more reliable selection of suppliers.

Responsibilities
- Plans, manages, and implements the procurement of construction and professional services from cradle to grave.
- Develops Procurement Plans outlining project procurement objectives, approach, schedule, budget, and communications strategies.
- Researches and develops bid packages; initiates Non-Disclosure Agreements (NDAs) prior to RFQ/RFP, if necessary; obtains and reviews bids for price, legality, compliance with the client’s insurance requirements, and specification compliance.
- Seeks out and interviews new vendors and suppliers to obtain information about products, trends, pricing, and delivery; researches their capabilities and product offerings for future placement or replacement based on quality, service and competitive pricing.
- Leads negotiations for contracts, agreements, and pricing with vendors and suppliers. Reviews and ensures compliance with all terms and conditions.
- Prepares and monitors contracts, performance standards, pricing, tolerances, warranties, and maintenance requirements. Ensures renewal of contracts prior to expiration.
- Prepares, maintains, and reviews purchasing files, reports and price lists for audit and maintains contract records.
- Confers with client department staff to determine specific procurement needs and develop service scopes.
- Coordinates with client General Counsel for the legal review of contracts and professional service agreements.
- Ensures compliance with client standard operating procedures and internal controls.
- Ensures compliance with Federal and State purchasing requirements.
- Bachelor’s degree in Business, Finance/Accounting, Engineering, Architecture, or related career field preferred, or a combination of education, training, and experience, equivalent to a 4-year college degree.
- 5 years of substantial, increasingly responsible contract administration experience involving highly complex, high dollar value contracts required. Several years of supervisory experience preferred.
- Experience with hospitality projects preferred.
- Knowledge of procurement policies, procedures, and methods and ability to prepare and evaluate competitive requests for bids, quotes, and proposals.
- Knowledge of methods used in evaluating vendor capability and performance.
- General understanding of theories, principles, and practices of design and construction services.
- Familiarity with procurement system software.
- Must be able to work full time onsite in Las Vegas, NV.
