Duties and Responsibilities
Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.
- Identifies the scope of county department's lease/license needs and researches internal alternative to third party space.
- Negotiates county wide third-party lease/license needs including, costs per square foot, tenant allowances for build outs, common area maintenance costs including researching available properties related to scope requested by the department.
- Conducts special studies, analyzes data, prepares reports and provides recommendations based on data collected.
- Coordinates not for profit relationships within county spaces, including the coordination of agreement terms, renewals, documentation compliance and meeting critical dates.
- Negotiates and prepares lease/license estimate options for commercial and special purpose agreements both new and renewal.
- Prepares legal instruments for County Properties Section in collaboration with County Attorney's Office.
- Provides recommendations on terms and conditions upon which properties will be leased or licensed, including service level agreements. Prepares agenda items.
- Collaborates with space planning and property management teams. Performs other related duties as required.
Job Specifications
- Knowledge of real estate transactions, and legal instruments.
- Knowledge of laws, regulations, and procedures governing leases, licenses and other legal documents.
- Skill in the negotiating lease/license terms.
- Skill in evaluating real estate and cost per square foot.
- Ability to confirm negotiated terms within a legal instrument.
- Ability to communicate effectively both orally and in writing.
- Ability to collect, organize, and evaluate data and to develop logical conclusions. Ability to work effectively with others.
Physical Requirements
- This position takes place in an office environment.
- Requires sitting for an extended period of time.
Work Category

Minimum Qualifications Required
- Graduation from an accredited four-year degree granting college or university with a major in Real Estate, Business, Public Administration, Planning, Paralegal Studies; AND
- Four years of experience in drafting legal instruments, working with leases and licenses; OR
- An equivalent combination of education (not less than possession of a High School diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above; AND
- Possession of a valid Florida Driver’s License.
- Paralegal certificate or J.D. is a plus.
Emergency Management Responsibilities
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
