JOB SUMMARY

The JROTC Coordinator plays a critical leadership role in advancing HISD’s mission of high-performance culture by overseeing and coordinating JROTC programs across all service branches. This position ensures that JROTC instructors and cadets receive high-quality support, professional development, and operational guidance that enhance their leadership skills, academic performance, and career readiness. By managing data-driven strategies, stakeholder engagement, and continuous program improvement, this role directly supports HISD’s vision of preparing students for success in a rapidly evolving workforce while fostering discipline, teamwork, and civic responsibility.

MAJOR DUTIES & RESPONSIBILITIES

1.    Provides strategic leadership to 50-65 JROTC instructors, ensuring alignment with HISD’s commitment to high expectations, continuous improvement, and accountability in all program applications and activities.

2.    Oversees and maintains critical records related to instructor certification, hiring, training, and awards, ensuring compliance with district policies and military regulations while fostering a culture of excellence and growth.

3.    Conducts regular school visits to assess program effectiveness, providing real-time feedback and hands-on coaching to instructors, reinforcing HISD’s focus on continuous improvement and student success.

4.    Manages large-scale events and training programs, ensuring seamless execution of competitions, leadership challenges, and professional development that align with HISD’s high-performance culture.

5.    Serves as the primary liaison for JROTC initiatives, ensuring that curriculum, technology, and extracurricular activities support HISD’s goal of creating elite teams of educators and student leaders.

6.    Facilitates district-wide JROTC meetings, promoting collaborative problem-solving and alignment with HISD’s strategic goals.

7.    Oversees personnel processes related to military instructor assignments, retirements, and performance evaluations, ensuring fairness, transparency, and efficiency.
8.    Leads the JROTC Cadet Leadership Challenge (JCLC) summer training, fostering an environment of discipline, responsibility, and teamwork that reflects HISD’s values.
9.    Evaluates instructional practices and provides targeted coaching to support instructors in developing as high-performing educators.
10.    Drives accreditation and program assessment efforts, ensuring data-informed decision-making and continuous improvement.

11.    Develops comprehensive activity calendars, ensuring alignment with organizational priorities, operational procedures, and long-term strategic goals.
12.    Implements risk management strategies, safeguarding students and staff while ensuring safe, effective program operations.
13.    Enforces military standards for instructor fitness, reinforcing HISD’s commitment to discipline, accountability, and professional excellence.
14.    Serves as a curriculum advisor, ensuring instructional alignment across all HISD JROTC programs and preparing students for future career pathways.
15.    Acts as the primary district liaison with military service headquarters, advocating for resources, professional development, and program enhancements.
16.    Maintains meticulous instructor records, ensuring compliance with HISD policies and military guidelines.
17.    Manages instructor travel logistics, ensuring alignment with United States Army Cadet Command policies.
18.    Leads high-priority special projects, representing HISD’s JROTC programs in strategic partnerships and external engagements.
19.    Resolves escalated concerns, ensuring a collaborative, solutions-oriented approach to challenges affecting instructors and students.
20.    Advises on talent acquisition strategies, ensuring that only the best educators and leaders join HISD’s JROTC team.
21.    Develops innovative recruitment strategies, ensuring the JROTC program attracts top-tier talent committed to HISD’s mission.

23.    Serves as acting Director of Military Instruction when needed, ensuring seamless continuity of leadership and operational excellence.

EDUCATION

Bachelor’s degree

WORK EXPERIENCE

Must be an Army retired E-9 Command Sergeants Major (CSM) or Sergeants Major (SGM). At least 4 years of classroom instruction or comparable work in a large urban school district. Attend and have successfully completed the United States Army Cadet Command JROTC basic and advance courses. Must maintain all qualifications and eligibility requirements as a JROTC instructor as prescribed in military regulations, policies, and guidelines. Must be able to perform duties as a substitute JROTC instructor when required. Possess human resources, managerial, counseling, and instructional leadership skills. Be knowledgeable of military protocol, administration, operations, and training procedures. Skills in computer programming, scheduling, planning, organizing, reporting, and directing others. In-depth knowledge of military and civilian administration, pay procedures, regulations, and counseling techniques. Computer and applicable software proficiencies. Managerial, liaison, and instructional proficiency.

LEADERSHIP RESPONSIBILITIES

Work Leadership. Regularly provides project management or team leadership to a group of two or more employees but does not have formal supervisory responsibility. Leading and directing is restricted to monitoring work and providing guidance on escalated issues. Most work time is spent performing many of the same duties they lead.
 

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work is substantially complex, varied and regularly requires selecting and applying technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods and interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.

Collaborate and solve problems – works with others to resolve issues, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior-level professional staff, and managers.

Leads others in resolving highly sensitive and confidential issues on behalf of the department. Acts as a trusted advisor and becomes involved in the customer's decision-making process, including presenting alternatives and information and applying persuasion and negotiation skills to resolve problems.

WORKING/ENVIRONMENTAL CONDITIONS

Work is normally performed in a typical interior work environment that does not subject the employee to any hazardous or unpleasant elements.
