POSITION OVERVIEW:

The Senior Accountant develops, tracks, monitors and reports on program specific line-item budgets. They must have demonstrated knowledge and experience working with OMB’s Uniform Guidance Administrative Requirements and Cost Principles and The Los Angeles County Auditor-Controller Handbook. Additionally, the Senior Accountant will be expected to comply with the Funders’ Contracts Term and Conditions which may or may not include more restrictive compliance requirements.

The Senior Accountant position interacts with several different departments within HHCLA as well as the Funders’ program and fiscal staff and as such it is very important that they work professionally and collaboratively in carrying out the responsibilities of Senior Accountant.

PRINCIPAL DUTIES & RESPONSIBILITIES:

OPERATING BUDGETS: The Senior Accountant must have demonstrated knowledge and skill in the development of annual or multi-year line-item program operating budgets, the development of line-item budget justifications in accordance with funders’ instructions and submit for approval the operating budget in accordance with funders’ instructions. Additionally, He / She is to track, monitor and report variances between actual costs and budget

COMPLIANCE: The Senior Accountant must verify and ascertain that all costs, personnel and non-personnel costs, charged to the contract are necessary, reasonable and allocable and is supported with appropriate documentation. The Senior Accountant must have a working knowledge of OMB’s Uniform Guidance Administrative Requirements and Cost Principles and The Los Angeles County Auditor-Controller Handbook.

INVOICING: The Senior Accountant must prepare and submit monthly invoices that are in compliance with funders’ invoicing instructions. Additionally, he/she must attach supporting documentation for each line-item billed per funders’ instruction.  He / She must be able to adhere to strict deadlines for the timely submission of all invoices Additionally, he / she must periodically agree funders’ invoice template year-to-date invoiced amount with HHCLA contract’s Statement of Activities.

REPORTING:  Meet monthly with Program Directors and Controller to report on budget utilization rates and if necessary present options to maximize contract funds. They must ensure that the contracted funded amount is completely earned and that at contract close-out no deficit exists.

COST ALLOCATION: The Senior Accountant must have a solid understanding and skill in the application of OMB’s Uniform Guidance Cost Principles requirements. He / She will prepare monthly Accounts Payable and Payroll allocations to enable the Accounts Payable department and the Payroll department to allocate all shared direct costs. He / She must have demonstrated knowledge and experience

COLLECTIONS ON GRANTS RECEIVABLE: The Senior Accountant is responsible for following-up on unpaid Grants Receivables. He / She will document communication with funder on the efforts necessary to ensure collection on accounts.

GENERAL LEDGER:

  • Enters general ledger entries for contract revenue and indirect costs and others as assigned.
  • Analyzes the general ledger entries for each contract to determine the expenses are complete, are in the correct month, and correct general ledger accounts segments.
  • Provides technical advice and service to staff and provides advice on complex accounting matters to staff.
  • Researches, analyzes and uses independent judgment in a variety of daily and non-routine decisions.
  • Prepares monthly report to Executive and Program Directors on the contract’s fiscal status.
  • Implements and consistently practices harm reduction, trauma informed care, housing first and integrated care interventions.
  • Able to serve a diverse vulnerable client populations and communicate effectively in a culturally competent manner.
  • Able to work in a multi-disciplinary team environment, utilizing professional, open and respectful communication. Maintains a solution focused, strengths based and client centered approach with managers, co-workers and clients of HHCLA.
  • Ensures performance management standards are met through ongoing supervision addressing barriers as they arise.
  • Maintains client records according to HIPAA and adheres to all client confidentiality requirements and standards.
  • Complies and maintains familiarity with agency and program policies and procedures and other applicable regulations.
  • Attends and participates in supervision, staff meetings, trainings, conferences, workshops, and special projects to promote professional development.
  • Models HHCLA approach, mission and core values in all communication, correspondence, community events, coalitions and advocacy efforts.
  • Reports to work on time and maintains reliable and regular attendance.
  • Other duties as assigned.

 

QUALIFICATIONS & SKILLS:

REQUIRED:

Education and Work Experience:

  • Bachelor’s degree in accounting or business related field;
  • Five or more years of work experience in the area of Non-Profit Accounting and Grant funded Contracts.

Knowledge and Skills:

  • Familiar with the principles of Harm Reduction, Motivational Interviewing, Trauma Informed Care, Housing First and Integrated Care
  • Experience working with culturally diverse communities and vulnerable populations
  • Ability to effectively present information and respond to questions from clients, office personnel, other employees and the general public
  • Ability to work in fast-paced, high energy environment
  • Ability to define problems and use critical thinking skills to identify solutions
  • Ability to work independently and with others – including other employees, clients and members of the public -- in face-to-face and telephonic contexts
  • Ability to multi-task, establish priorities and manage time, meet deadlines and perform duties under time constraints
  • Ability to be flexible and adapt to changing work demands
  • Maintain high level of concentration and attention to detail for extended periods of time
  • Ability to respond effectively to sensitive inquiries or concerns
  • Maintain a high level of ethical and professional standards in accordance with agency policies
  • Computer literate (basic working knowledge of Microsoft WORD, Excel, and Outlook) and data/electronic records

Salary : $85,000 - $110,000
