INTRODUCTION
The Facilities Manager plans, evaluates, organizes, implements, develops and supervises all warehouse and maintenance operational functions which include vehicles, playgrounds, buildings, classrooms, and other physical structures for the Head Start program.
ESSENTIAL POSITION RESPONSIBILITIES
· Coordinates and supervises the warehouse operations including receiving, storing, and accounting for property inventory.
· Coordinates and supervises the maintenance programs including repairs, renovations, installations, construction of playgrounds, buildings, classrooms and other physical structures.
· Directs all maintenance repairs that include fencing, sub-journey masonry, electrical, plumbing and carpentry repairs, installation and maintenance of fire/burglar alarms and minor roofing repairs.
· Develops preventive maintenance standards and facilities inspections programs including preventive maintenance schedule for vehicle fleet.
· Coordinates and develops bid specifications for contracted maintenance, renovations, and vehicle maintenance and construction activities. Participates in the design and review of construction projects. Assures that Head Start meets federal, state, and city health and safety standards and requirements for construction and/or renovations.
· Coordinates with Head Start program managers, State and City Inspectors for initiation or renewal of Department of Human Services license requirements.
· Supervises staff, monitors work accomplishments, transportation schedules and uses performance standards in providing evaluation and feedback. Assigns staff to meet schedules and solves workflow problems.
· Coordinates, participates and directs inspections of all facilities and grounds to assure that health and safety requirements for staff, participants, volunteers and other users are following State and Federal requirements.
· Coordinates with Head Start program managers, staff, and vendors on acquisition and distribution of supplies and equipment and maintains records of equipment and supply distribution.
· Participates in the budget process and submits budget proposals on renovations of new and existing buildings, grounds, capital improvement projects, equipment, materials, and supplies. Conducts cost analysis, estimates, and prepares monthly budget projects within the scope of the maintenance and warehouse operations.
· Supervises drivers and conducts required driver improvement training as required.
· Prepares specifications to outsource maintenance repairs on vehicles that require extensive or complex repairs. Participates in the planning and procurement of a vehicle replacement program.
MINIMUM QUALIFICATIONS

EDUCATION
A high school diploma/GED is minimally required. An associate’s degree in business or a related field is preferred. Completion of an apprenticeship program in a related field, such as electrical, plumbing, or carpentry.
EXPERIENCE
Five (5) years of full-time experience in construction/maintenance to include three (3) years supervisory experience in the trades. Demonstrated proficiency in plumbing, HVAC, electrical, carpentry, appliance repair/maintenance, grounds maintenance, painting, etc.
SUBSTITUTION
Combination of education and experience which provides the candidate with the knowledge, skills and abilities required to perform the job.
COMMUNICATION SKILLS
· Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures or governmental regulations.
· Ability to write reports, business correspondence, and procedure manuals.
· Ability to effectively present information and respond to questions from groups of managers, clients, customers, government agencies, and the general public.
· Ability to communicate effectively when making assignments and giving instructions
REASONING ABILITY
· Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral or diagram.
CERTIFICATES, LICENSES, REGISTRATIONS
· Must have a valid driver’s license and daily access to an automobile that is properly licensed and insured.
· Must show evident of current physical examination and TB test at time of employment.
· Must provide proof of recent State of Hawaii “Criminal History Record Clearance” and FBI fingerprint check.
DESIRED SKILLS, KNOWLEDGE & ABILITIES
· Must be able to work flexible hours, which may include nights, weekends and holidays.
· Knowledge of standard warehouse administrative practices and record-keeping.
· Thorough knowledge of management and supervisory principles and practices
· Awareness of the impact of state and federal building codes, and OSHA, DOT, HIOSH regulations.
· Five (5) years of full-time experience in construction/maintenance at a Journeyman level preferred.
