JOB DESCRIPTION
The Human Resources (HR) Generalist will assist with all human resources functions to support the daily operations of the HR Department. The daily functions include interviewing and hiring staff, administering pay, benefits, leaves, and reviewing and enforcing HCAP’s policies and procedures. This position will require to perform various coordination, administrative, and supportive activities to contribute to the overall efficiency and operational effectiveness of the HR Department.

ESSENTIAL POSITION RESPONSIBILITIES
- Assist with the day-to-day activities in the HR Department including, recruiting, training, benefits, performance management, compliance, and data entry into the HRIS system (ADP).
- Administers benefits programs in compliance with federal and state laws. Processes COBRA, HIPAA, 5500’s, and other required notices to employees.
- Maintains knowledge of current legislation and trends in benefit programs; implements benefit programs effectively, consistently, and in accordance with plan documents.
- Assists employees with benefit inquiries, eligibility, and procedures regarding FMLA, HFLL, TDI, Unemployment, and Worker’s Compensation claims.
- Conducts orientation for new hires; provides training to management and staff on an annual basis or as needed on the various HR laws and HCAP policies and procedures.
- Processes health enrollment forms and will be responsible for annual open enrollment.
- Complete reports/surveys for State of Hawaii, EEOC, OSHA, benefit plans, and others as assigned.
- Serves as the primary contact for plan vendors and third-party administrators.
- Review, audit, and reconcile benefits records and billing statements.
- Assist with payroll distribution on a semi-monthly basis.
- Manages the retirement plan, including enrollment, rollovers, and terminations.
- Advises the Director of Human Resources on all benefit and recruiting related issues.
- Assists the Director of Human Resources with special projects for HCAP when assigned.
- Process and enter all necessary Personnel Action (PA) forms for new hires, terminations, promotions, transfers, and salary changes in the HRIS system (ADP).
- Acts as the relief receptionist for the Administrative Department with answering phones, scheduling conference rooms, and directing telephone inquiries and/or visitors to the appropriate staff members.
- Other projects and duties as assigned.

EDUCATION
A bachelor’s degree in human resources, business management, or a related field, or an equivalent combination of experience and education.
EXPERIENCE
Three (3)years of experience in human resources in the area’s recruitment, onboarding, training, and benefits.

· Ability to communicate at all levels of organization and work well within a team environment in support of company objectives.

REQUIRED SKILLS, KNOWLEDGE & ABILITIES
- Strong recruitment & benefit plan/program implementation and analytical skills.
- Computer literate: knowledge of standard software applications including MS Office Suite, Excel, Access. (ADP a plus).
- Working knowledge of ERISA, COBRA, HIPAA, FMLA, HFLA/HFLL, ADA, EEO, OHSA reporting and state and federal laws and regulations.
- Must be able to maintain confidentiality.
- Must be organized, detail oriented, able to exercise sound judgment, multi-task and prioritize work. Must be able to coordinate and simultaneously maintain multiple projects with high level of quality and productivity.
- Excellent communication skills, oral and written.
- Able to interact with all levels of the organization in a clear and concise manner.
- Able to work with minimal supervision.
