The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County’s need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare.
Job Description:
The Lead Housing Specialist is providing customer service; determining eligibility of participants and continuation of HOC Housing Choice Voucher Programs. The Lead Housing Specialist is responsible for providing assistance to the Housing Specialists if needed, maintaining a caseload of specialized programs within the Housing Choice Voucher program including portability, mainstream, and enhanced voucher. The work requires generating HAP contracts, process portability payments, rent increases. The work requires the exercise of independent judgment to interpret and evaluate data or information, and weighing alternatives to determine eligibility of applicants for housing. The work environment is the normal office setting and involves periods of sitting while using hands and fingers to operate a computer keyboard while performing assigned tasks.
Responsibilities:
- Provide customer service, determining eligibility of participants and continuation of HOC Housing Choice Voucher Programs.
- Maintaining a caseload of specialized programs within the Housing Choice Voucher program including portability, mainstream, and enhanced voucher.
- Generate HAP contracts, process portability payments, and rent increases.
Minimum Qualifications:
Experience:
- At least two (2) years of experience in subsidized housing or related field.
Education:
- Requires a Bachelor’s degree in Public Administration, Sociology, Government, or a related field.
Knowledge, Skills & Abilities:
- Knowledge of, or the ability to acquire knowledge of, subsidized housing program guidelines (Housing Choice Voucher, LIHTC, etc.)
- Ability to use Yardi, Google, and Microsoft Suites (i.e., Word, Excel, and PowerPoint).
- Excellent verbal and written communication skills.
- Ability to communicate well with a variety of audiences and strong customer service skills required.
- Good math skills.
- Foreign language ability desirable.
