The Capture Manager is a strategic leader responsible for driving the full lifecycle of federal contract pursuits—from early opportunity identification and shaping through proposal submission and award. This role is essential to expanding Huron’s public sector footprint, particularly in federal healthcare transformation.

• Achieving or exceeding annual capture and revenue targets.
Organizational Fit:
The Capture Manager reports to the Public Sector Growth leadership team and works cross-functionally with business development, solution architects, proposal managers, delivery teams, and pricing. As a core member of Huron’s federal growth engine, this role is key to shaping long-term strategy, enabling contract wins, and supporting enterprise-wide impact in healthcare transformation.
Responsibilities
• Identify, assess, and qualify federal opportunities aligned with Huron’s capabilities and growth objectives.
• Develop and execute capture strategies and plans using Shipley best practices.
• Lead cross-functional teams through opportunity shaping, proposal readiness, and solution development.
• Build and manage relationships with federal decision-makers, partners, and internal stakeholders.
• Analyze competitors, perform gap analyses, and craft win themes and discriminators.
• Oversee the development of proposal artifacts, solution frameworks, and pricing strategies.
• Maintain up-to-date pursuit records in CRM systems (e.g., Salesforce).
• Facilitate color reviews and post-submission debriefs to drive continuous improvement.
Qualifications
Required:
• Bachelor’s degree
• 7 years of federal capture experience, including $100M wins
• In-depth knowledge of the federal procurement lifecycle and FAR
• Proven ability to lead complex capture efforts with distributed teams
• Strong written and verbal communication skills
• Proficient in Microsoft Office and Salesforce
Preferred:
• Shipley training/certification
• APMP certification
• Experience with CMMI and ISO-compliant environments
• Understanding of healthcare transformation and federal health agencies (e.g., VA, HHS, DoD)
