What are the responsibilities and job description for the Acquisition Specialist position at ICF?
ICF is seeking a Federal Information Technology Acquisition Reform Act (FITARA) Acquisition Specialist to support our National Institute of Health (NIH) client located in Bethesda, MD. The candidate will be responsible for providing a holistic understanding of FITARA at the agency. They will position FITARA as an overall program (albeit unestablished) for the benefit of NIH. This is an on-site position [temporarily working remotely due to the pandemic].
Key Responsibilities:
This position will support OCIO leadership and associated stakeholders to:
- Develop a cross cutting view of FITARA across the agency as well as a deep understanding for each element of FITARA (i.e., FITARA scorecard key areas).
- Assess and review IT acquisition packages for FITARA compliance.
- Research opportunities to improve the efficiency and effectiveness of current FITARA review processes.
- Work with the Communications Team to develop and maintain the optimal FITARA presence on the NIH website and intranet site.
- Develop, distribute, and maintain FITARA-related reports and presentations.
- Develop and maintain FITARA-related metrics and/or dashboard.
Basic Qualifications
- Bachelor's degree
- 5 years relevant experience.
- Demonstrated experience supporting federal agency information technology (IT) business and procurement processes.
- Demonstrated experience in preparing/reviewing acquisition packages for FITARA compliance.
Preferred Skills
- Highly proficient office automation skills.
- Exceptional collaboration and consensus building skills.
- Ability to work independently yet maintain close communication and collaboration with federal leaders.
- Proactive, detailed-oriented, independent, and fast learner with excellent problem-solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions.
- Familiarity with Federal Government acquisition management activities and functions
- Project Management Professional certification
