What are the responsibilities and job description for the Program Officer, USAID (Hybrid) position at IIE Organization?
The Institute for International Education (IIE) leverages the power of international education to support the work of the U.S. Agency for International Development (USAID) worldwide in scholarship and fellowship management, workforce development, university partnerships, and local capacity building. The Program Officer will play a central role in aiding IIE’s implementation of two current university partnership and local capacity building programs, the Higher Education System Strengthening Activity (HESSA) in Pakistan and the USAID Technical and Management Support to Lembaga Pengelola Dana Pendidikan (USAID TEMAN LPDP) Activity in Indonesia. Work is carried out independently under general supervision. The Program Officer may work on other USAID Programs as needed.
The Institute of International Education (“IIE”) has a hybrid work environment that allows team members a combination of in-office work and telework at any of the locations listed above.
Essential Functions:
- Works closely with the Senior Program Manager and teams overseas to develop concept notes and training plans for program activities, to conduct research and outreach to U.S. universities to facilitate potential university partnerships, and to develop and lead webinar series with program partners on topics such as university partnerships and marketing U.S. universities to Indonesian scholarship recipients.
- Supports the oversight of the subcontract budget, the development, monitoring, and submission of deliverables, ensures IIE compliance with subcontract terms, leads the procurement and management of vendors and consultants, and troubleshoot implementation challenges.
- The Program Officer will also aid Monitoring & Evaluation staff in program evaluation.
- Represents IIE to internal and external stakeholders. This includes providing process-related expertise, advising on content, and writing and reviewing significant portions of programmatic reports where required.
- Supports external program communications, including the creation of materials such as PowerPoint presentations, talking points, blogs, infographics, and boilerplate language for brochures, press releases, and websites. Additionally, the Program Officer will aid internal project communications including leading regular check-ins with project teams and other internal stakeholders, ensuring clear communication of processes and deadlines, and providing project updates to internal leadership.
- Leads logistical support as required for the successful implementation of in-person and online activities, including payment initiation, travel coordination, and database maintenance.
- Requires a Bachelor's degree and at least two years of related work experience, or combination education and experience.
Knowledge, Skills and Abilities:
- Experience working directly for or in partnership with U.S. higher education institutions. Experience working with non-U.S. higher education institutions is preferred.
- Experience in building collaborative relationships with a range of technical partners and stakeholders.
- Strong organizational skills and attention to detail, self-directed, and collaborative.
- Ability to work well under pressure and meet deadlines.
- Polished written and verbal communication skills.
- Experience developing communications deliverables, utilizing communications technology, and social media promotion.
- Intermediate knowledge of working with Microsoft Office Suites. Knowledge and engagement with new technology tools is a plus.
- Study and/or work experience abroad preferred.
- Knowledge and work experience on issues of gender, diversity, and inclusion in higher education preferred.
- Previous experience working on USAID programming preferred.
Salary Range:$55,043 - $63,987 A candidate’s salary is determined by various factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, internal organizational equity, and geographic region.
