Reporting to the Chief Operating Officer, as the Director of Human Resources for the Agency, serves as a principal policy formulator, developing policies and procedures for the Human Resources programs servicing the Agency. Provides day-to-day coordination and supervision of the Human Resources staff; coordinates, assigns and distributes work assignments to ensure compliance with necessary timelines; evaluates the performance of HR staff. Serving as lead payroll contact, is responsible for establishing, enacting, handling, reviewing and modifying agency payroll transactions and the policy and procedures which directly relate to same. Enrolls new employees for payroll. Coordinates and provides assistance to internal/external auditors pertaining to personnel payroll records and other human resources related functions. Coordinates the hiring process of agency personnel. Prepares and develops correspondence and reports as required. Meets with and assists management on personnel related issues and discusses recommended action with the Operating Officer. Oversees and coordinates the Agency employee evaluation system, monitoring compliance and conducting necessary follow-up. Performs other duties as assigned by the Chief Operating Officer.
DUTIES AND RESPONSIBILITIES:
- Serving as lead payroll contact, is responsible for establishing, handling, reviewing and modifying agency payroll transactions and the policy and procedures which directly relate to same.
- Reviews docks and leaves of absence transactions, verifies accuracy of timekeeping system.
- Verifies employees eligible for satisfactory performance increase.
- Prepares and mails notification of summons and payroll information to employee.
- Calculates compensatory time and overtime.
- Recommends revisions relating to the HRMS payroll system as well as the payroll transaction process itself.
- Instructs information systems management in the proper procedures to be followed and/or errors detected which cause processing difficulties.

Coordinates the payroll closing process to insure timelines are met and all transactions are entered and accepted in payroll as appropriate.
- Calculates and enters wage garnishments and tax levies.
- Enrolls new employees for payroll.
- Coordinates and provides assistance to internal/external auditors pertaining to personnel payroll records and other Human Resources related functions.
- Provides day-to-day coordination and supervision of staff in the Human Resources department.
- Coordinates, assigns and distributes work assignments and evaluates the performance of staff including developing and monitoring goals, objectives and work assignments.
- Represents the department in internal and external agency meetings.
- Responsible for overseeing all aspects of the organization's HR Management System (HRMS), with a particular focus on managing timekeeping functions, ensuring accurate employee data, generating reports, and optimizing system efficiency to support strategic decision-making within the HR department and across the Agency, requiring a deep understanding of HR technology, data analysis, and compliance with timekeeping regulations.
- Conducts research and analysis of organizational trends including review of reports and metrics from the organization's Human Resource Management System (HRMS).
- Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices.
- Reviews and modifies policies and practices to maintain compliance.
- Directs and controls the operations of the Agency's HR programs which includes administration of the following services: administers and monitors the Agency's full cycle recruiting program from pre-recruitment planning, to sourcing, to the evaluation of applicants, to interview and selection, to hiring, to onboarding, to post-recruitment evaluation.
- Oversees benefit choice offerings through Illinois Central Management Services.
- Develops, implements, and interprets policies and procedures governing the Agency's Human Resources programs and establishes long and short-term strategic goals and priorities necessary to accomplish the Agency mission, goals and objectives.
- Advises executive management and provides direction to managers on the interpretation of current policies, development of new programs, change in Human Resources administration matters for all HR programs including, but not limited to transactions, benefits, hiring, timekeeping, payroll, and classifications.
- Meets with and assists management on confidential personnel related issues and discusses recommended action with the Operating Officer.
- Oversees and coordinates the accuracy of the Agency employee evaluation system to ensure completion in accordance with agency policy and collective bargaining agreements.
- Conducts reviews and follow ups on evaluations that need clarifying information.
- Refers unsatisfactory performance evaluations to the Operating Officer.
- Counsels management in completing evaluations as needed or requested.
- Performs various complex assignments as they relate to Human Resources including developing, preparing, and submitting an annual operating budget for the Human Resources program, and performs special projects and reports as required or requested by the Operating Officer.
- Provides administrative Human Resources expertise into labor relations negotiations, grievance resolutions, memorandums of understanding, and master contract negotiations.
- Performs other duties as assigned.
REQUIRED QUALIFICATIONS:
- Bachelor's degree. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
- Five years of experience in human resources or business related field.
- Prior supervisory or project management experience.
- Experience drafting policies and/or procedures.
- Knowledge of attendance systems, salary administration and payroll processing.
- Ability to interact effectively with management, employees and the general public.
- Strong verbal and written communication skills.
- Ability to organize multiple tasks and coordinate staff to efficiently accomplish goals under tight deadlines.
- Ability to develop, interpret, and communicate policies and procedures.
PREFERRED QUALIFICATIONS:
- Degree in Business or Human Resources Management.
- Experience working in a union environment.
