Position Overview
Serves as the principal advisor to the Bureau Chief for the Office of Human Resources, ensuring effective communication and oversight of all Human Resources activities and initiatives. Manages and maintains comprehensive activity and budget reports to support strategic decision-making. Interprets and implements policies and directives to align with organizational objectives. Establishes and fosters ongoing communication with all departmental divisions regarding actions administered by the Office of the Human Resources.

Essential Functions
- Serves as the Chief of Staff to the Bureau Chief, Office of Human Resources, coordinating/managing highly responsible projects or assignments some of which are sensitive and/or controversial in nature.
- Serves as the staffing coordinator for Office of Human Resources; establishes and maintains files and correspondence; exercises personal discretion in controlling and directing activities with division chiefs of staff and appropriate personnel in the Director's Office relating all HR processes and projects; reviews documentation received to determine budget appropriation and staffing; prepares documentation and letters for submission to the Director for approval; keeps appropriate deputy directors informed as to the status of the project in process pertaining to their divisions.
- Prepares a variety of sensitive and often confidential correspondence for the Bureau Chief’s signature which includes researching policy and procedures; responds to inter-department and outside inquiries regarding Division's administrative policy and procedures; responsible for disseminating information regarding meetings arranged with other division heads and bureau chiefs for discussion of organizational matters, budget issues, or any other administrative subject; coordinates and informs all Office of Human Resources employees through written and/or verbal communications of any changes in policy, qualifications schedules, or other required instructions.
- Reviews, evaluates, and develops operating budget for the Bureau.
- Attends meetings and prepares recommendations and information to assist the Bureau Chief in addressing goals and objectives of the Division, represents and speaks on behalf of the Bureau Chief.
- Performs other duties as assigned or required as enumerated in the duties above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Prefers five (5) years of experience in Human Resource Management, in a progressively responsible role, in a public or private sector environment.
- Prefers three (3) years of experience working with high-level management in a confidential environment.
- Prefers three (3) years of experience in staff utilization and employee motivation.
- Prefers three (3) years of experience in labor and employment development.
- Prefers two (2) years of experience with strategic planning.
- Prefers two (2) years of progressive supervisory experience in a public or private sector environment.
- Prefers two (2) years of experience with filing, records systems, security, and privacy regulations.
- Prefers two (2) years of experience in exercising judgement and discretion in reviewing, establishing, implementing, and interpreting departmental policies and procedures.
- Prefers one (1) year of experience working with sensitive and controversial personnel matters in the private or public sector.
