Position Overview

We are seeking to hire a motivated, self-starting Public Service Administrator (PSA) who wishes to work in a fast-paced, close-knit team environment that is both challenging and rewarding. The Division of Planning, Research, Development and Training (DPRDT) is excited to welcome someone who is eager to have immediate impact. With strong support of Division leadership, the PSA designs, implements, and evaluates new services under the Persons Who Are Elderly Waiver and/or other federal service delivery models. This position is dynamic in nature and requires the ability to change courses of action quickly as directed by management. The DPRTD is the primary planning, management and training body for all home and community-based Medicaid services administered by the Department on Aging. Essential Functions

  1. Designs, implements, and evaluates new services under the Persons Who Are Elderly Waiver and/or other federal service delivery models. Collaborates with division management team to identify service models, scope, and training for intended outcomes of the services listed above. Leverages research to identify best practices that inform potential courses of action. Evaluates existing services to inform continuous quality improvement. Develops and revises program guidance, rules, forms, policies, and tracking systems.
  2. Provides program oversight specific to but not limited to Home Modification, Home Minor Repair, Assistive Technology, and other new services or demonstration programs. Implements program oversight initiatives linked to program fidelity and integrity. Implements changes to ensure compliance with quality assurance, performance metrics or other reporting requirements. Develops and provides reports s to various management teams regarding program expenditure and effectiveness.
  3. Interfaces internally and externally across divisions with fiscal, operational analytics, IT, legal and the field monitoring team for the purposes of developing, implementing, and evaluating new programs. Schedules and facilitates cross-division working meetings to move work forward. Collaborates with IT personnel to ensure programs are running efficiently and effectively. Collaborates with fiscal personnel to oversee and track program utilization and spend. Collaborates with legal personnel to ensure necessary regulatory guidelines are in place as required by applicable statutes. Collaborates with compliance team to identify and report on quality/performance metrics as required by the Persons who Are Elderly Medicaid Waiver, Community Care Program (CCP).
  4. Updates and coordinates with necessary parties all required trainings, policies, procedures, and workflows specific to the Medicaid waiver services. Develops and implements training materials in collaboration with the CCP training team to use both in person and remotely. Deliver program-specific training as needed to support the CCP training team. Tracks training for programmatic purposes. Develops and implements policies and procedures that align with requirements of the Persons Who are Elderly Waiver.
  5. Maintains a working knowledge of federal and state regulations and guidance related to preventing unnecessary institutionalization of older adults and persons with disabilities. Familiarity with federal and state regulations driving Home and Community Based Medicaid (HCBS) programs. Familiarity and general working knowledge of the state Budget process and timeline. Maintains working knowledge of Long-Term Care Rebalancing Initiatives and best practices in (HCBS) service delivery.
  6. Performs other duties as required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in health or human services, social services, or public or business administration.
  2. Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization with a focus on reading, understanding, and applying administrative rules and policies governing Medicaid programs.

Preferred Qualifications

  1. Prefers five years of experience participating in policy development and program management.
  2. Prefers five years of experience working with HCBS regulations, including Medicaid rebalancing initiatives.
  3. Prefers two years of experience demonstrating a foundational understanding of the rules and regulations of the State procurement process.
  4. Prefers two years of experience conducting large-scale project management to include multiple geographic regions serving 500 or more individuals.
  5. Prefers one year of experience operationalizing and implementing new Medicaid programs.
  6. Prefers a master’s degree in Social Work, Organizational Design, Business Administration, or Rehabilitation Administration.
