POSITION SUMMARY

The Illinois Department of Central Management Services (CMS) is seeking to bring aboard an efficient, highly skilled, and detailed oriented candidate to serve as the Risk Management Division Manager with the Bureau of Benefits (BoB). This position facilitates management decisions regarding Workers’ Compensation, Automobile Liability, and Risk Management programs statewide .This position coordinates Bureau-wide and multi-divisional fiscal activities and initiatives. POSITION ESSENTIAL FUNCTIONS

  • Subject to management approval of the Assistant Deputy Director of the Bureau of Benefits, serves as the Risk Management Division Manager.
  • Administers the Workers’ Compensation Program which maintains statutory responsibility for the Illinois Self-Insured Workers’ Compensation Program for state employees, including state agencies, boards and commissions, and universities, monitoring to ensure provision of prompt and equitable services to eligible employees.
  • Serves as spokesperson on behalf of the Agency to Governor’s Office, legislative staff, officials from federal, state and county organizations, and public interest groups regarding Risk Management issues.
  • Serves as full-line supervisor.
  • Administers the Self-Insured Auto Program to ensure repairs for property damage and settlements for bodily injury to third parties in accidents involving state owned vehicles are reasonable.
  • Administers the Insurance Procurement Program.
  • Oversees the State Employees Indemnification Act involving damage claim settlements or awards which are adjusted and approved by the Attorney General and the involved agency’s Chief Legal Counsels with the Division of Risk Management being responsible for the disbursement of payments.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in business or public administration.
  • Requires prior experience equivalent to four years progressively responsible administrative experience in public or business organizations. 

PREFERRED QUALIFICATIONS

  • Prefers four (4) years of professional claims experience in Workers’ Compensation or Auto Liability.
  • Prefers four (4) years of professional experience managing Workers’ Compensation or Auto Liability programs.
  • Prefers thorough knowledge of risk management programs and related service objectives, activities, and operational systems.
  • Prefers two (2) years of professional experience with procurement of liability insurance.
  • Prefers four (4) years of professional experience developing and maintaining cooperative working relationships with upper-level management and officials.
  • Prefers four (4) years of professional experience exhibiting excellent oral and written skills. 

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
  • Requires ability to attend seminars, conferences, and training to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
