Job Summary:
The North Carolina Department of Health and Human Services (NC DHHS), in partnership with key stakeholders, is seeking experienced Electronic Reporting Interoperability Systems Specialists with strong expertise in HL7 standards and Orion Rhapsody integration. These specialists will play a critical role in enhancing the electronic lab reporting (ELR) ecosystem, ensuring seamless data exchange between public health systems, hospitals, and laboratories.
Key Responsibilities:
- Onboard new laboratories for electronic lab reporting (ELR) and manage daily reconciliation tasks.
- Troubleshoot and resolve issues related to data exchange and system interfaces.
- Develop and implement automated processes for new data feeds, including electronic case reports (eCR) and other health information systems.
- Collaborate with hospital staff, communicable disease epidemiologists, and IT specialists to create schedules and design application interfaces for real-time patient and disease data exchange.
- Apply HL7 V2 and V3 standards, along with structured file formats, to maintain data accuracy and security.
- Ensure compliance with data privacy and security protocols while exchanging health information.
- Configure and maintain operational platforms, specifically Orion Rhapsody (with JavaScript), for ELR.
- Conduct quality control processes to verify the accuracy of electronic records against paper records.
Required Skills & Qualifications:
- Health Information Systems Logic: Minimum of 5 years of experience.
- XML Transformations: Proficiency with Document Type Definitions (DTDs) and Schema Definitions (XSDs) — 3 years required.
- HL7 Troubleshooting: Strong ability to debug HL7-related issues — 2 years required.
- Data Exchange Interfaces: Experience with system-to-system data exchanges — 3 years required.
- Orion/Lyniate Rhapsody: Highly desired, with at least 3 years of hands-on experience.
- JavaScript: Strong skills, highly desired with 3 years of experience
- .Electronic Lab Reporting (ELR) / Electronic Case Reporting (eCR): Highly desired, with 3 years of relevant experience
- .Health Industry Code Sets: Experience with SNOMED, LOINC, or ICD-10 — at least 2 years required
