Corporate Communications Program Manager (Dahlgren NSA, VA)
Innovative Technologies Corporation (ITC) is currently seeking a Corporate Communications Program Manager with strong US Navy corporate communications experience to support a proposal we are bidding on. The candidate must have deep understanding of strategic communications functions from a US Navy perspective. Prior experience must include project/program management and will act as the Lead PM, which will include leadership, oversight, and mentorship of junior personnel, responsibilities of all deliverables, and representation as the senior contractor. The Dahlgren Corporate Communications Team is expected to be composed of up to 25 personnel.
The position is hybrid and located at Dahlgren, VA in support of the Naval Surface Warfare Center; some travel is to be expected. This is a contingent hire and will require a Letter of Commitment. The role is expected to be available in July or August 2025 and will report to the ITC Director of Operations (NSWCDCC001/002, approved 10 March 2025)
Education Required:
* Bachelor’s degree in fine arts, communications, graphic design or animation from an accredited university
* Business degrees or Program Management certificates are a plus
Experience Required:
* Minimum of ten (10) years of program management experience, with at least five (5) years involving communication programs; US Navy experience preferred
* Program Management skills including administrative oversight, scheduling, planning, estimating, project control, subcontract management, project progress tracking, corporate management, and ability to provide overall technical, schedule, and cost direction
* Experience as a team leader - leadership, supervisory and personnel oversight, performance reporting, coaching, and mentorship skills are essential
* Expertise in oral and written English communications skills
* Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint)
Clearance Required:
* DoD Active Secret (no Public Trust)
Desired/Preferred Qualifications:
* Prior experience as a US Naval Surface Warfare Officer, or Petty Officer with Surface Warfare experience; prior experience in Public Affairs preferred
* Certificate: PMP or similar
* Experience in working with DoD or US Navy Program Executive Offices (PEO)
The Corporate Communications Program Manager shall provide NSWC Dahlgren Division management and oversight of contract personnel in the functions of corporate communications, public affairs, visual information and technical library support to include program management, speechwriting, writing and editing, exhibit services, photography support, print, photo, video, broadcast production, digital signage, web page development, technical editing, archiving, research, library, and multimedia support.

Salary: $90,000.00 - $105,000.00 based on experience, plus medical/dental/vision benefits, 13 days PTO and 7 days sick time; other benefits available.
