REQUIREMENTS :

English required; Bilingual (particularly Spanish, Chuukese) preferred. Experience with Permanent Supportive Housing and / or Homeless Preference preferred. Must be able to pass extensive background check. Driving and proof of auto insurance required.

Program Summary

Hazel Ying Lee Permanent Supportive Housing (PSH) program provides wrap-around, comprehensive support to families with children who are identified as being currently at risk or experiencing homelessness. IRCO delivers culturally responsive services to the population we are serving. Support services for Hazel Ying Lee consists of retention services and housing placement services that are flexible, tenant-driven, voluntary, individualized, and culturally specific and / or culturally responsive. IRCO staff is responsible for providing on-site services for 30 permanent supportive housing (PSH)units, as well as referral and linkage to outside resources, timely documentation, and program reporting.

Position Summary

PSH Retention Specialist II, assist individuals and / or families who are at risk of, or fully, experiencing homelessness obtain or retain long-term permanent housing. This role utilizes a housing first, strengths-based, empowerment model to cultivate trust, establish and promote trauma-informed communication, provide advocacy, direct services and support, and case management that facilitates, encourages, and assists clients to reach their goals. The PSH Retention Specialist II utilizes their experience in homeless services and / or affordable housing as well as housing stabilization programs to enhance and improve programming, facilitates working groups, and is sometimes called upon to mentor less experienced staff members (Specialist I). This position us based onsite to work directly with participants and provide housing first, culturally responsive, and participant-centered services that focus on housing placement, retention, and well-being.

Essential Functions

  • Adhere to program, agency, and federal legal policies on client confidentiality
  • Implement client-centered, strengths-based, trauma-informed empowerment mode in assisting clients to heal and attain stability as driven by their priorities and goals
  • Collaborate with internal and external service providers to identify participants who meet criteria for PSH
  • Assess potential participants for eligibility, conduct intake sessions utilizing assessment and evaluation procedures and the best practices, and conduct eligibility screening for other services.
  • Develop a case management plan for each participant, provide short-term crisis intervention for participants who wish to access services which include but are not limited to, emergency shelters and motels; supports for long term housing stability; peer support; mental health services; securing employment; and referrals for other relevant services.
  • Assist participants in navigating and accessing appropriate services
  • Make referrals to legal immigration services; assist participants in gathering documents and evidence, write letters of support
  • Provide or secure interpretation, translation, and accessibility services
  • Secondary Functions

  • Ability to meet multiple, including conflicting deadlines
  • Strong analytical and decision-making abilities for related job functions
  • Ability to deal with distressed and demanding clients and employees in an effective manner
  • Ability to maintain a high level of confidentiality
  • Ability to communicate with a variety of personality types and levels of the organization as well as with people outside of the organization
  • Ability to work flexible hours to meet the availability of clients
  • This position works under the guidance of the Director of Community Safety & Wellbeing and Survivor Services Sector Manager
  • This position does not supervise any employees. It will however be asked on occasion to train, orient, and direct the work of new employees of IRCO
  • Requirements

    Education & Experience

  • Bachelor's degree preferred; relevant lived experience can be considered a substitute for education
  • 2-4 years of work experience in homeless services, affordable housing and / or at a non-profit required
