Islamic Relief USA (IRUSA) is seeking a full-time Program Manager for our Straight-Line Winds DR-4781 Disaster Case Management Program (DCMP). The position will be based at the Islamic Relief USA office in Richardson, TX. The Program Manager will have overall responsibility for managing all aspects of IRUSA’s role as a sub-grantee in the DCMP and will report to the National DMT Manager. This is a 24-month contract with the Texas Division of Emergency Management (TDEM), with St. Vincent de Paul serving as the managing agency. The project is focused on Dallas County and serves survivors of Straight-Line Winds DR-4781.

Essential Duties And Responsibilities
- Oversee Islamic Relief USA’s implementation of the Disaster Case Management Program (DCMP) as a sub-grantee to St. Vincent de Paul.
- Monitor program activities and service delivery to ensure compliance with contract and agency guidelines.
- Provide day-to-day program oversight—ensuring that performance, outcome, fiscal, and contract targets are met within specified deadlines.
- Represent Islamic Relief USA in program-related discussions with Federal and State officials as appropriate.
- Provide supervision and guidance to the DCM Supervisor(s) in carrying out responsibilities.
- Provide oversight of preparation and submission of all project and data entry reports.
- Ensure that all staff have appropriate training to carry out the program.
- Provide training on procedures, protocols, contractual, and administrative requirements.
- Develop and maintain relationships with national, regional, and local organizations.
- Represent Islamic Relief USA to further contract priorities and facilitate collaboration in the field.
- Provide input to the Director in the development of budgets and budget monitoring.
- Stay abreast of developments in the field to identify trends and recommend new approaches.
- Performs other duties as assigned.
- Master of Social Work (MSW) or graduate degree in a related field, preferred.
- 5 years of managerial experience in the nonprofit human services field.
- Decision-making and problem-solving skills.
- Leadership skills with the ability to delegate, motivate, and inspire team members.
- Excellent interpersonal, communication, and public relations skills.
- Experience working with disaster nonprofits and/or disaster management.

- Demonstrated experience in staff management and supervision.
- Ability to work independently as well as part of a team.
- Must be eligible to work in the United States.
