Position Summary

Islamic Relief USA (IRUSA) is seeking a full-time Disaster Case Manager (DCM) for our Straight-Line Winds DR-4781 Disaster Case Management Program (DCMP). The position will be based in Dallas County, Texas and will report to the DCM Supervisor. The Disaster Case Manager will serve as a primary point of contact for disaster survivors, assisting them in accessing necessary services and resources to address their disaster recovery needs. The project is focused on Dallas County and serves survivors of Straight-Line Winds DR-4781.

Role of the Disaster Case Manager

Disaster Case Management is a time-limited process in which a skilled Disaster Case Manager partners with a disaster-affected individual or family (Survivor) to develop and implement a recovery plan that aligns with their unique needs and available resources. The Disaster Case Manager plays a facilitative and advocacy role, empowering survivors to take an active lead in their recovery while ensuring they receive support from the appropriate agencies and organizations.

Essential Duties And Responsibilities

• Conduct outreach to identify disaster survivors in need of case management services.
• Meet with survivors face-to-face at least twice during the case management process.
• Attend outreach events, which may require evening or weekend work (schedule adjustments will be made accordingly).
• Promptly screen applicants to assess urgency of need and provide referrals to appropriate services.
• Conduct intake interviews via phone and/or in person.
• Perform comprehensive assessments of each survivor’s disaster recovery needs.
• Develop and implement an individualized disaster recovery plan in collaboration with the survivor.
• Assist survivors in navigating disaster assistance resources in accordance with the sequence of assistance for disaster recovery.
• Provide, refer, or arrange for services and resources by: Assisting in the restoration of pre-disaster social service benefits, verifying unmet needs through records and vendor contacts and coordinating with other organizations to prevent duplication of benefits.
• Advocating for survivors through: Case presentations to Long-Term Recovery Groups, participation in recovery groups when applicable, and providing advocacy with governmental and non-governmental agencies.
• Monitor survivor progress toward recovery goals.
• Maintain 35 active cases within 90 days of hire.
• Accurately document case notes within 24 hours of any client interaction or attempted contact.
• Ensure continuity of services by facilitating case transfers or case closures when appropriate.
• Submit mileage reimbursement reports monthly (mileage is reimbursed in this program).
• Performs other duties as required.
  
  

Qualifications And Competencies

• Completion of a disaster recovery case management training curriculum.
• Ability to maintain ethical conduct in accordance with organizational policies.

• Ability to multi-task and adapt to changes in routine.
• Work effectively in a high-stress environment and remain calm while resolving conflicts.

• Proficiency in computers, including word processing, databases, and spreadsheets.
• Excellent verbal and written communication skills.
• Valid driver’s license and access to a registered, insured, and reliable vehicle to travel within Dallas County.
• Organized and prepared for meetings, briefings, and client interactions.
• Ability to work independently while also accepting supervision as needed.
• No conflicts of interest that may impact the goals and objectives of Islamic Relief USA.
• Demonstrated interpersonal skills, including: Respect and empathy for disaster survivors, effective listening and interviewing skills, cultural and linguistic competence for diverse communities, recognition of Survivor strengths and ability to empower them, sensitivity to the trauma and emotional impact of disasters, and commitment to maintaining professional boundaries.
