The Allegheny County Airport Authority (ACAA) Terminal Modernization Program (TMP) Project Safety Manager will administer the Safety Program for all contractors working on the TMP. This position shall ensure compliance with the ACAA Safety Policies and all Federal, State, & Local Health and Safety regulations.
Responsibilities may include inspecting the project site conditions, equipment, and working conditions for safe work. Lastly, the incumbent will execute day-to-day operations that contribute to a safe work environment for ACAA and construction projects. This position will work with the TMP EHS Director on all program EHS functions.
Key Responsibilities:
- Support ACAA TMP Vice President of Safety and TMP Deputy Safety Managers on all Safety Initiatives.
- Fulfill requirements listed in the TMP EHS Plan for Prime Contractor Safety Representatives for multiple prime contractors and their subcontractors.
- Review and approve prime and sub-contractor EHS Submittals and deliverables.
- Support and serve as a liaison between ACAA and the Occupational Health and Safety (OSHA) for the partnership between the Terminal Modernization Program (TMP) and OSHA.
- Attend and lead regulatory inspections/visits.
- Provide expert EHS advice and coaching to Prime/Subcontractors on the TMP EHS requirements.
- Ability to perform specific duties as an HSE professional for prime contractors who do not have a full-time safety professional.
- Review and analyze all project TMP leading and lagging indicators and develop dashboards for the project team to review.
- Review and analyze EHS data to identify trends, provide improvement, and implement recommendations.
- Perform regular EHS Inspections of jobsites & document findings.
- Conduct Pre-Employment EHS Orientations for new employees.
- Evaluates, educates, and mentors all Prime and Subcontractors on the ACAA TMP EHS Manual.
- Participate in developing and delivering the TMP Behavior-Based Safety Program.
- Ability to train prime/subcontractors on the TMP EHS Program.
- Assist in reporting/managing claims and work with insurance professionals as part of the Owner Controlled Insurance Programs.
- Facilitate as needed; All Hands Meetings, Stretch & Flex, Executive Safety Walks, etc.
- Participate and sometimes lead incident investigations and root cause analysis for on-site incidents.
- Perform EHS training as needed.
- Effectively manage & lead prime/subcontractor EHS personnel.
- Promotes an injury-free culture between clients, co-workers, and subcontractors.
- Coordinate meetings & trainings on both a project & regional level.
