Positions Summary:

The HomeSafe Program Manager is responsible for administration and compliance with Insights’ HomeSafe Program requirements including home visiting services and data collection. This position supervises direct-service staff working in the HomeSafe Program.  The HomeSafe Program Manager coordinates aspects of intake, eligibility, exit, follow up and monitoring program outcome goals in collaboration with the Insights’ Housing Program Manager.  The HomeSafe Manager meets regularly with home visiting staff and closely monitors and the work performed in the HomeSafe program. 

Education/Experience Required:

  • Bachelor’s degree in a social science or closely related field preferred.
  • Experience demonstrating understanding of child and adolescent development.
  • Experience providing staff supervision preferred. 
  • Experience working successfully with a diverse client population required.
  • Experience or formal education in area of early childhood education and/or development and/or experience working with teen parents is preferred.

  • Excellent organizational skills and the ability to manage time efficiently.
  • Proficiency with standard office computer applications including email, MS Word and Excel.
  • Demonstrated ability to problem solve and exercise independent judgment.
  • Ability to work effectively in a leadership role within a team-dependent environment and a willingness to receive and act upon feedback.
  • Ability to maintain appropriate professional boundaries in working with others and in handling confidential information.
  • Ability to exercise tact, discretion and judgment in working with a variety of people.
  • Ability to effectively de-escalate potentially violent and/or chaotic situations.
  • Ability to consistently attend and be punctual for scheduled work commitments and meetings and be in a condition suitable for performing the functions of the position. 
  • Manual/physical dexterity allowing for performance of routine office functions such as writing, copying, filing, computer use, phone use, faxing, etc.
  • Ability to lift up to 20lbs on an occasional basis.
  • Ability to climb and descend at least two flights of stairs in conjunction with home visits/home visit shadows.

Other Requirements:

  • Driving is required; a personal vehicle for travel and/or transport clients required. All employees who drive for work purposes must have and maintain a valid driver’s license for state of residency, have a driving record that permits coverage under the corporate auto liability policy, and complete the agency’s driving approval process before driving for work. If driving a personal vehicle for work purposes drivers must also have personal auto liability coverage ($100,000/$300,000 levels strongly recommended). Employees are not to drive for work purposes until they have received written authorization to do so. All employees driving for work purposes, regardless of whether driving a personal or agency vehicle, must complete the agency’s driving approval process before they drive for work and must maintain a driving record that allows for ongoing approval for the duration of employment. 
  • Bloodborne Pathogens training is required on the first day of employment and annually thereafter.
  • Mandatory Abuse Report training is required on the first day of employment and annually thereafter.
  • Must pass criminal history clearance.

Duties and Responsibilities: 

  • Performs duties of Program Manager as follows:
    • Supervision of the Home Visitors for Horizons, Family First and ORI
    • Oversight of contract implementation/ requirements.
    • Facilitation of program team meetings/case shares, etc.
    • Training of new staff within program.
    • Coordination of all Parents as Teachers Affiliation model requirements (including individual staff certifications) record keeping and annual reporting.
    • Coordination of all agency PAT curriculum activities and materials.
    • Attendance at monthly program management/supervision meetings with Program Director.
    • HomeSafe Program data collection.
    • Assures timely preparation of all program reports.
    • Participates in responding to and preparing for new funding opportunities.
    • Oversight of program numbers and case management levels/assignments.
    • Oversight and implementation of program planning.
    • Ensure program is represented accurately with case notes and documentation.
    • Periodic file reviews to ensure compliance with contract standards.
    • Maintenance of appropriate staffing levels and provision or delegation of coverage as needed.
    • Attendance at funder required meetings, events and workgroups.
    • Representing programs at relevant community meetings.
    • Hiring and delegation of duties and responsibility within program.
    • Institution of disciplinary actions as needed.
    • Performance of staff evaluations as required.
    • Maintenance of individual staff supervision files.
    • Acceptance and supervision of student and community volunteers.
    • Work collaboratively with Insights Housing Program Manager to ensure housing and home visiting services are aligned for HomeSafe families.
  • Participates as a member of the Insights Leadership Team as follows:
    • Participation in new staff orientation.
    • Attendance and active participation in twice-monthly leadership team meetings. This may include setting agenda, keeping notes, facilitating the meeting, accepting and following through with assignments.  
    • Attendance and active participation in staff meetings.
    • Act as liaison/representation from staff to leadership.
    • Participate in agency-wide planning and implementation of existing and new policy.
    • Planning and participation in Insights’ retreat and other agency events.
    • Collaboration with community agencies and appropriate partners.
    • Periodic attendance at board meetings updating on program process.
    • Attendance at community based meetings and activities as assigned.
  • Responsible for supervision of HomeSafe program staff, according to agency policies and procedures.  This includes recruitment, selection, coaching, mentoring, and evaluation of staff.
  • Responsible for oversight of Insights Intake process for all programs to include ensuring appropriate screening, placement and documentation of all incoming referrals in collaboration with Insights Housing Program Manager. 
  • Models and encourages direct, professional communication among staff and facilitates development of a positive working environment.
  • Other duties, as assigned, by Program Director or Executive Director

Working Conditions:

  • May involve exposure to communicable diseases, including a variety of illnesses and infections such as the common cold, TB, Hepatitis, flu, meningitis, and HIV.
  • May involve exposure to upset, angry, severely traumatized or emotionally disturbed children, adolescents, adults, and families; May involve exposure to angry, hostile individuals.
  • May require working and providing services at locations other than program site (i.e., restaurant, café’, clients’ apartments, etc.,) and may, therefore, be exposed to environments not under agency control (i.e., second-hand smoke, varying hygiene practices, etc.).
  • In order to meet client availability, may involve working late evening/early morning, including some weekends and possibly holidays.
