Positions Summary:
The Housing Program Manager is responsible for administration and strict compliance with all housing related contracts and Oregon Landlord Tenant Law. This position manages (not supervises) Insights’ housing programs and requires regular contact with contract compliance liaisons from Home Forward and Multnomah County. The Housing Program Manager is responsible for full compliance with required documentation from families and property owners and coordinates all aspects of intake, eligibility, exit and closely monitors multiple funding source expenditures under the direction of Insights’ Program Director.
Education and Experience Requirements:
- BA or BS in Early Childhood Development and/or Social Service-related field or equivalent education training and experience preferred.
- Experience in program management which includes at least two years in budget management and budget monitoring.
- Experience demonstrating familiarity with publicly funded housing and Oregon Landlord Tenant Law.
- Two years’ experience providing supportive service to adolescents with demonstrated knowledge of both child and adolescent development.
- Two years’ experience with policy analysis and compliance with multiple, complex funding streams.

- Knowledge of various approaches to working with youth, including Trauma Informed Care, Assertive Engagement, Restorative Justice, Harm Reduction, and Positive Youth Development.
- Possess strong organizational skills and ability to prioritize multiple and varied tasks while managing time effectively.
- A commitment to on-going training and a willingness to receive and act upon feedback.
- Ability to accurately read, record, and interpret information and complete written documentation that meets contract and program guidelines.

- Manual dexterity allowing performance of routine office tasks such as writing, phone use, filing, copying, and use of computer keyboard.
- Manual/physical capability to bend, stoop, kneel, and reach, as well as occasionally lifting up to 20lbs (including overhead) in order to perform functions such as supporting participants moving into an apartment.
Other Requirements:
- Driving is required; a personal vehicle for travel and/or participant transport is required. All employees who drive for work purposes must have and maintain a valid driver’s license for state of residency, have a driving record that permits coverage under the corporate auto liability policy, and complete the agency’s driving approval process before driving for work. If driving a personal vehicle for work purposes drivers must also have personal auto liability coverage ($100,000/$300,000 levels strongly recommended). Employees are not to drive for work purposes until they have received written authorization to do so.
- Bloodborne Pathogens training is required on first day of employment and annually thereafter.
- Must complete Mandatory Abuse Training within the first 30 days of employment and annually thereafter.
Duties and Responsibilities:
- Oversight of housing related contract implementation/requirements.
- Provide program required intake/assessment for all families entering rental assistance programming, ensuring complete and accurate documentation.
- Attendance at twice-monthly supervision meetings with Program Director and monthly meetings with Housing Home Visiting Program Manager.
- Provide accurate, required information to the Program Director for report preparation.
- Provide budget oversight and decision making with Program Director for multiple rent assistance funding streams.
- Periodic file reviews to ensure compliance with contract standards.
- Maintenance of appropriate staffing levels and provision or delegation of coverage as needed (group, cm) in collaboration with the Housing Home Visiting Program Manager and Program Director.
- Attendance at funder required meetings, events and workgroups.
- Representing programs at relevant community meetings.
- Hiring and delegation of duties and responsibility within program.
- Institution of disciplinary actions are within program policy and funder guidelines.
- Maintenance of individual participant files with required program data.
- Collaboration with community agencies and appropriate partners.
- Provide Insights staff with regular, updated information on housing opportunities.
- Processes monthly rent payment for participants in multiple programs. Forecasts expenditures to ensure appropriate spending across the year.
- Provide program information to prospective landlords and collect appropriate information from landlords as required.
- Participate in move in/out apartment condition walk-through with Housing Program participants.
- Explain and complete housing related intake, annual and interim documents with participants.
- Maintain familiarity and compliance with OR landlord tenant law.
- Maintain familiarity and compliance with current HUD interpretations and guidance.
- Closely monitor rental assistance funds from multiple funding streams.
- Initiate notices for participants in violation of housing program policy.
- Participate in HUD trainings, update program policy/documents to reflect HUD policy.
- Ensure participants meet eligibility for all housing programs.
- Complete follow-ups on former participants.
- Participate in shelter count and other city and county homeless data collections.
- Models and encourages direct, professional communication among staff and facilitates development of a positive working environment.
- Other duties as assigned by the Program Director and/or Executive Director.
Working Conditions:
- Majority of work conducted in an office environment.
- Involves rent payment processing, unit inspection, reinspection and assisting participants with their relocation in the community.
- May involve exposure to communicable diseases, including a variety of illnesses and infections such as the common cold, TB, Hepatitis, flu, meningitis, and HIV.
- May involve exposure to upset, angry, severely traumatized or emotionally disturbed children, adolescents, adults, and families.
- May involve exposure to information that graphically describes physical, sexual and emotion abuse of children and may experience vicarious trauma.
- May require working and providing services at locations other than program site (i.e., schools, café’, participants’ apartment, etc.,) and may, therefore, be exposed to environments not under agency control (i.e., second-hand smoke, varying hygiene practices, etc.).
- Non-traditional mobile working environment will be largely unsupervised field work.
