In This Role You Will:
- Monitor projects, programs and portfolio to ensure compliance with project policies and standards as well as keeping to schedules, budgets and quality expectations
- Set Project Management Office (PMO) support priorities by partnering with project managers throughout the lab
- Create center of excellence that aligns with DOE Order 413.3B, Project Management Institute (PMI) guidelines, and other best practices
- Develop and maintain training programs, document templates, and guides to ensure all Jefferson Lab projects managers and project team members have ready access to necessary resources and can effectively apply the lab's management policies, procedures, workflows, and tools
- Work with leadership to identify and develop a pipeline of capable project managers and support staff
- Develop and distribute frequent communication to enhance lab wide awareness of project management skills, best practices, and lessons learned
- Develop strategy for PMO growth and continuous improvement that aligns with the Lab Strategy
- Design and maintain a repository of all project artifacts that provides for immediate access by all project team members with rigorous change control
Qualifications we require:
- Bachelor's degree in Business, Project Management, STEM, or other relevant discipline
- 15 years relevant experience and 5 or more years Leadership Experience
- Experience executing a project using DOE 413.3B guidelines
- Project controls experience
- Additional Education or Work Experience may be substituted
- Demonstrated experience establishing a new Project Management Office (PMO)
- Ability to review project management plans, reports, and presentations for compliance with Jefferson Lab standards, assess the realism and risk of project plans, and provide expert and timely guidance on actions to resolve cost, schedule, or capability variances
- Ability to partner with stakeholders at multiple levels of the organization to develop solutions to ensure project success based on the organizational strategy and mission needs that prepares a team for success
- Ability to effectively communicate status with both internal and external stakeholders
- Knowledge and highly skilled in the design and application of Earned Value Management techniques (ANSI 19-006-2019, ISO 21508, or EIA-478 or equivalent)
- Knowledge of how to effectively integrate project management services into a project team and recruit project services staff and leaders to support
- Skilled in the implementation and use of Oracle Primavera P6 Enterprise Project Portfolio Management and Critical Path Method scheduling techniques
- Ability to work in a federal prime contract environment governed by the Federal Acquisition Regulations and agency-specified project management requirement
Education
- Master's degree in Business, Project Management, STEM, or other relevant discipline
- 10 or more years Project Management, Project Controls, Risk Management, and/or Project Management Training
- Certified Project Management Professional (PMP)
