Johnson County Treasury, Taxation and Vehicles (TTV) is currently seeking qualified candidates to join our County Clerk and Register of Deeds division as the County Clerk Supervisor. This is an exciting opportunity for a professional leader interested in supporting daily operations and enhancing the public service provided by the County Clerk division.
The County Clerk and Register of Deeds team is responsible for maintaining an accurate record of property ownership along with a map of all taxing unit boundaries to create the county’s annual tax roll which totals more than $1.8 billion. The team interprets legal descriptions and updates property or taxing unit boundaries accordingly, identifies and corrects errors and inconsistencies in official records, and explains property transfer policies to key stakeholders. Additional responsibilities include:
- Overseeing the daily operations of the County Clerk division; build a working knowledge of county and state processes and procedures; ensure compliance with deadlines and statutory regulations, while working in conjunction with the State of Kansas.
- Maintains knowledge of statutes, regulations and processes to respond to complex customer inquiries and complaints; keeps up to date on changes in statutes and regulations from state, county and department sources and informs and educates staff as needed.
- Assists in the tax roll administration process including establishing mill levies; direct communication and complex resolution with taxing authorities; assists in the calculation and maintenance of over $1.8B in tax revenue.
- Supervises a group of tax roll specialists and coordinators. Speaks with employees, customers and vendors to identify and address issues; train and develop new employees, approve payroll, handle scheduling and conduct performance appraisals; work with the Manager of Taxation, Deputy County Clerk/Register of Deeds, and Register of Deeds Supervisor to make recommendations for performance or conduct issues of direct reports; provide supervision for division in the absence of the Deputy County Clerk/Register of Deeds.
- Assists with training programs for staff; review training content, materials and manuals to ensure information is accurate and up to date; facilitate training for new and existing staff.
- Reviews operating procedures and structures; identifies trends and gathers staff feedback to ensure acceptable levels of workflow, customers service and accuracy in daily operations; collaborates with leadership team to recommend process improvements and assist with implementing changes; research and utilize best practices and new technologies.
An associate’s degree in tax administration, data analysis, data management, accounting, finance, business, public administration, or a related field is required. 1 year experience as a supervisor, lead, or coordinator of the work of others is required.
A bachelor’s degree in one of the above fields is preferred.
