GENERAL SUMMARY
The purpose of this job is to assist in all operations of the Human Resources Department, including managing all HR Specialists, implementing, and managing HR policies and programs, addressing employee needs, and ensuring compliance with employment laws and regulations. The Manager-Human Resources serves as a strategic partner to senior leadership and plays a vital role in attracting, retaining, and developing a diverse and talented workforce.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
- Assists in all operations of the Human Resources Department, ensuring compliance with applicable federal, state, and local laws and regulations.
- Develops, implements, administers, modifies, and improves upon HR strategies, initiatives, policies, procedures, and rules to effectively manage administrative services required to operate the HR department.
- Completes routine updates to the HR information system to ensure proper processing of payroll, benefits, and reporting.
- Oversees the timekeeping system.
- Oversees the maintenance of HR records and confidentiality of employee information. Prepares year-end reports and statistics for the organization.
- Consults and advises on employee management policies and procedures, including disciplinary actions and statutory obligations.
- Liaises for or with employees on disciplinary issues, complaints, and mediations, completing investigations as appropriate; assists employees through terminations, layoffs, or retirements that include severance, pension calculations, and other benefit or settlement agreements.
- Maintains the County’s position description system, including collaborating with departments in drafting new position descriptions and changes to existing position descriptions. Serves as first line consultant to County management staff for all position related processes. Ensures proper documentation is in place and integration is complete.
- Oversees the County safety & security policies and protocols. Coordinates safety programs; investigates safety-related work incidents; helps develop and manage response to health hazards; monitors compliance with federal, state, and local safety regulations.
- Works with other departments and labor counsel regarding worker compensation claims and other complex employee issues, assisting departments in understanding legal requirements, aiding in conflict resolution, and navigating potential liabilities to the organization.
- Oversees the recruitment and selection process, including job posting, interviewing, and candidate assessment. Develops and maintains effective recruitment and onboarding processes to attract top talent. Ensures a diverse and inclusive hiring process. Supports career growth and succession planning within the organization.
- Assist the HR Director with special projects, such as Requests for Proposals, insurance renewals, Board requests, and union negotiations

MINIMUM QUALIFICATIONS
Required Education and Experience
- Bachelor’s degree from an accredited college or university.
- 5 to 7 years of related work experience, such as Human Resources manager, operations manager, or supervisory experience within a municipality.
- Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
