Position Summary

Essential Functions
- Sets compelling vision for talent across the district and invests team and relevant stakeholders in achieving vision
- Serves in the absence of the Superintendent of Schools, when directed by the Superintendent, as chief administrative officer of the district.
- Assists the Superintendent with all personnel and public relations issues.
- Develops a district wide recruitment program. Coordinates the recruitment, selection, and orientation of staff including university-recruiting visits.
- Plans and implements programs in employee relations, community development, and demographic analysis.
- Makes recommendations to the Superintendent and the Board of Education with respect to negotiations and labor relations.
- Serves as chief negotiator for the Board of Education as assigned by the Superintendent.
- Establishes and maintains open lines of communications with district labor unions.
- Confers and advises administrative personnel in the application and interpretation of collective bargaining agreements. Manages grievance, arbitration, discipline, and dismissal matters for the district.
- Serves as liaison with Board legal counsel on matters assigned.
- Assists Directors, School Principals and other administrative staff in the identification and planning of administrative staff development needs.
- Coordinates services with other school districts and agencies. Serves as district representative to these school districts and agencies in the areas assigned.
- Ensures all district funds are allocated and spent following Kankakee School District guidelines and those of the funding source.
- Serves as Board of Education Hearing Officer and Complaint Manager as assigned by the Superintendent.
- Maintains all records following district policies, the rules and laws of the State of Illinois, and the rules and laws of federal regulations.
- Evaluates the performance of personnel under direct supervision.
- Executes such general responsibilities common to all administrative positions of the school district and additional responsibilities as directed by the Superintendent.
- Develops and implements effective strategic plan to ensure all talent workstreams are effective
- Leads team to ensure effective implementation of all strategic and operational workflows
- Designs effective strategies and solutions to address talent gaps in all areas across the District
- Collaborates with all relevant stakeholders in the implementation of strategic initiatives
- Ensures effective recruitment and selection strategies, through the recruitment and selection team, to ensure hiring managers have high-quality, diverse pools of candidates and that hiring managers are highly-satisfied with the overall recruitment and selection function
- Supports, through leadership development team, effective strategy for leadership pathways, development, and recruitment such that all schools have strong pools of candidates for all aspiring leader roles
- Leads cross-departmental work to ensure retention of high-performing employees across all levels of the district
- Working with the Recruitment and Retention Coordinator, designs and implements an effective framework for competencies that inform selection, evaluation, retention, and promotion, and monitors implementation to ensure fidelity across the district
- Aligns talent systems to key academic systems to create continuity across hiring, development, promotion, and other key talent functions

- Must be able to exert up to 10 pounds of force occasionally, and/or a negligible amount of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body
- Light work usually requires walking or standing to a significant degree
