About The Position
Position Summary & Responsibilities
Position Summary:
The position (K0226431) Audits and releases for payment vendor payments originating from all divisions within KDHE. Audits vouchers and supporting documentation to ensure compliance with statewide procurement policies and contracts. Reviews statewide contracts to ensure that contract pricing has been obtained. Payment vouchers for items or services purchased from agency or statewide contracts are audited to ensure conformity with contract terms. Interprets procurement policies and informs agency personnel of new policies to ensure compliance. Implements new policies and procedures as directed. Works in conjunction with the PO II position to ensure that agency payment vouchers are reviewed and approved in a timely manner. Assists the Purchasing Director with special projects as assigned.
Job Responsibilities may include but are not limited to the following: Serves as the agency travel expense payment coordinator. Administers and provides oversight of all agency expense reports. Provide assistance as needed to agency staff in all policy areas related to travel. Reviews agency out-of-state travel requests to ensure that appropriate documentation is attached and assigns out-of-state approval number. Enters travel authorizations into SMART for all approved out-of-state travel requests. Audits agency in-state and out-of-state travel reimbursement requests for the Divisions of Environment and Health Care Finance to ensure that the travel or reimbursement requested is appropriate and that proper documentation is attached. Audits agency registration payment vouchers and interfunds for compliance with travel policies and procedures. Ensure that all travel reimbursements are in compliance with State of Kansas policies and procedures and any applicable statutes or regulations. Interprets policies and informs agency personnel of new policies to ensure compliance. Revises and implements existing and new travel procedures under the guidance of the Director of Procurement. Enters new employee profiles into the travel module of the Statewide Management Accounting and Reporting Tool (SMART) system to ensure that travel reimbursement requests process without delay.

Qualifications
- Education:
- High School, GED
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Six months of experience in providing direction necessary to implement the objectives of an agency, program or organizational unit. Education may be substituted for experience as determined relevant by the agency.
- Preferred Qualifications:
- Word, Excel, PowerPoint, Access
- Proofreading, editing, attention to detail
- Ability to multi-task and manage several projects
- Knowledge of State of Kansas travel policies and procedures
- Experience using the Statewide Management Accounting and Reporting Tool (SMART)
- 2 years current experience working with State of Kansas travel reimbursements
