What are the responsibilities and job description for the Land Acquisition Specialist (LAS) position at Kent County Conservation District?
This is not a State Merit position. It is a contractual position with the opportunity to work long term.
The Department of Natural Resources and Environmental Control (DNREC) in conjunction with the Division of Fish and Wildlife has a position for a Land Acquisition Specialist (LAS). The Land Acquisition Specialist (LAS) position provides critical services to the Division of Fish and Wildlife and the State of Delaware by implementing a land acquisition and preservation program to promote the conservation, protection, development and utilization of the State’s land and water resources. This program conserves water and soil resources by protecting land and its associated fish and wildlife species and their habitats, including critical wetland and watershed buffers, through acquisition and the establishment of permanent conservation easements. The LAS position reports directly to a Program Manager and works with Division Administrators, Division Directors, public and private land management agencies, elected officials, and willing landowners to identify and acquire properties that contain habitats and land features that are critical to protecting Delaware’s water, soil, fish, and wildlife resources. The LAS position requires experience planning projects, preferably associated with land acquisition or conservation activities, as well as experience working as a project leader on complex projects.
JOB DUTIES:
· Plans, coordinates, and oversees program implementation.
· Provides technical assistance and guidance to private landowners.
· Plans and coordinates projects with other agencies and the private sector.
· Conducts in field site assessments of current and potential property holdings.
· Uses computers, manages databases, and uses software such as Microsoft Word and Excel and Adobe.
· 37.5-hour Schedule: 8am to 4:30pm Monday – Friday
MINIMUM QUALIFICATIONS:
1. Possession of a bachelor's degree or higher in Environmental Planning, Biology, Environmental Science, Natural Science, Architectural History/Historical Preservation, Archaeology/Anthropology, or related field.
2. Two years' experience in performing environmental specialist work which includes the analysis and assessment of environmental and/or cultural impacts of projects and/or programs.
3. Two years' experience in analyzing and evaluating data.
4. Two years' experience in technical report writing.
5. Two years' experience in ensuring compliance with environmental laws, rules, regulations, standards, policies, and procedures.
6. One year experience in environmental project management which includes planning, developing, implementing, managing, and evaluating environmental projects to ensure objectives are met.
PREFERRED EXPERIENCE:
1. Two years' experience in either conservation planning or land acquisition.
2. Two years' experience in the use of GIS mapping programs such as ArcMap, ArcPro, CAD.
3. Experience in designing and maintaining complex databases.
4. Experience as a project manager/leader on a complex project.
CONDITION OF HIRE:
· You must possess a valid driver's license (not suspended, revoked, or cancelled, or disqualified from driving).
· Applicants must be legally authorized to work in the United States. The Kent Conservation District does not provide sponsorship for holders of H-1B Visas.
