Knowledge and Skills
- Must be able to communicate successfully with a variety of disciplines and levels, both internal and external.
- Knowledge of train operations and safety requirements preferred.
- Must possess excellent verbal and writing skills.
- Strong interpersonal skills for training and coaching activities.
- Must have strong leadership and organizational skills.
- Must have basic knowledge of MS Office package.
- Must have experience in the application of labor contracts.
- Satisfactory prior job performance required.
Experience
- Must have a high school diploma, GED or equivalent educational credential.
- College degree in a related field preferred.
- Trade school or equivalent work experience in construction management and maintenance in railroad environment preferred.
- Minimum of 5 years’ practical experience in all aspects of construction management and maintenance, preferably in an “active” railroad environment.
- Qualification in Keolis Commuter Services/MBTA C&S1 and C&S2 or equivalent preferred.
- Qualified in NORAC Operating Rules preferred.
- Must have valid driver’s license.
Key Accountabilities
- Demonstrate and adhere to the Keolis Commuter Services principals of Employee Engagement, Operational Excellence & Safety, Customer Satisfaction, Corporate Social Responsibility and Economic Performance.
- Implement and monitor operational practices to ensure equipment reliability and quality service while ensuring a safe and productive workplace.
- Administer and manage the Department’s annual budget to meet financial targets.
- Analyze utilization of department workforce and facilities to continuously identify improvement in work practices and scheduling.
- Comply with and ensure staff compliance with all safety rules and procedures and report all hazards as required.
- Supervise and oversee the activities of all assigned signal employees for compliance with applicable Federal, State, and Company rules and regulations and Keolis Commuter Services/MBTA Contract Agreements.
- Follows up on all signal failures and acts to prevent reoccurrences.
- Responsible for rules and regulations governing railroad signal and train control as established by the Department of Transportation and FRA.
- Responsible for quality assurance of work performed by employees.
- Must be available to respond to emergency calls at all times.
- Must be flexible enough to cover special planned assignments as necessary.
- Identify and request training as per employee training needs. Provides mentoring of trainees and follows their progress throughout the training program.
- Administer collective bargaining agreements as required through regular job performance.
- Comply with and ensure compliance of direct reports with all related safety rules and procedures and report all hazards as required.
- Attend and participate in all assigned training, specifically safety and security related.
- Must document job tasks or work performed manually or electronically and submit as required.

Working Conditions
Noise Level: Loud
Shift Work: Will be required to work off shifts.
Travel: Daily travel to various Keolis Commuter Services sites.
On-call: As needed.
Team Work: Work as part of the Engineering team.
Other: This is a non-unionized position.
